Provides that the Department of Agriculture shall establish a Farmland Transition Commission to examine current barriers individuals ages 21 through 40 face when trying to purchase or access farmland, review current incentives and policies to encourage the transfer of farmland to current or prospective farmers between the ages of 21 through 40, and to make recommendations on possible incentives or policies to assist these individuals in purchasing or accessing farmland. Specifies membership of the Commission. Provides that Commission members shall serve without compensation. Provides that the Commission shall meet at least on a quarterly basis. Provides that the Commission shall file a report annually with the Governor and the General Assembly on or before January 1 of each year on its recommendations for possible incentives to assist young farmers between the ages of 21 and 40 in acquiring access to farmland in the State. Provides that the Department of Agriculture shall provide administrative and other support to the Commission as needed. Provides that the Commission is dissolved and this provision is repealed on December 31, 2031. 3	11		1 AN ACT concerning agriculture.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 1. Short title. This Act may be cited as the
7	15		5 Farmland Transition Commission Act.
8	16		6 Section 5. Farmland Transition Commission; membership
9	17		7 duties.
10	18		8 (a) The Department of Agriculture shall establish a
11	19		9 Farmland Transition Commission to examine current barriers
12		-	10 individuals ages 25 through 40 face when trying to purchase or
	20	+	10 individuals ages 21 through 40 face when trying to purchase or
13	21		11 access farmland, review current incentives and policies to
14	22		12 encourage the transfer of farmland to current or prospective
15		-	13 farmers between the ages of 25 through 40, and to make

16	24		14 recommendations on possible incentives or policies to assist
17	25		15 these individuals in purchasing or accessing farmland.
18	26		16 (b) Members of the Commission shall include:
19	27		17 (1) the Director of Agriculture or the Director's
20	28		18 designee, who shall serve as chair of the Commission;
21	29		19 (2) the Director of Natural Resources or the
22	30		20 Director's designee;
23	31		21 (3) one member representing the University of Illinois
24	32		22 Extension, appointed by the Director of Agriculture;

49	83		16 (12) one member of the House of Representatives,
50	84		17 appointed by the Minority Leader of the House;
51	85		18 (13) one member of the Senate, appointed by the Senate
52	86		19 President;
53	87		20 (14) one member of the Senate, appointed by the Senate
54	88		21 Minority Leader; and
55	89		22 (15) four members who are farmers between the ages of
56		-	23 25 and 40 from different regions of the State, appointed

57	91		24 by the Director of Agriculture.
58	92		25 (c) Commission members shall serve without compensation.
