Provides that the Department of Agriculture shall establish a Farmland Transition Commission to examine current barriers individuals ages 21 through 40 face when trying to purchase or access farmland, review current incentives and policies to encourage the transfer of farmland to current or prospective farmers between the ages of 21 through 40, and to make recommendations on possible incentives or policies to assist these individuals in purchasing or accessing farmland. Specifies membership of the Commission. Provides that Commission members shall serve without compensation. Provides that the Commission shall meet at least on a quarterly basis. Provides that the Commission shall file a report annually with the Governor and the General Assembly on or before January 1 of each year on its recommendations for possible incentives to assist young farmers between the ages of 21 and 40 in acquiring access to farmland in the State. Provides that the Department of Agriculture shall provide administrative and other support to the Commission as needed. Provides that the Commission is dissolved and this provision is repealed on December 31, 2031. 311 1 AN ACT concerning agriculture.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 1. Short title. This Act may be cited as the
715 5 Farmland Transition Commission Act.
816 6 Section 5. Farmland Transition Commission; membership
917 7 duties.
1018 8 (a) The Department of Agriculture shall establish a
1119 9 Farmland Transition Commission to examine current barriers
12-10 individuals ages 25 through 40 face when trying to purchase or
20+10 individuals ages 21 through 40 face when trying to purchase or
1321 11 access farmland, review current incentives and policies to
1422 12 encourage the transfer of farmland to current or prospective
15-13 farmers between the ages of 25 through 40, and to make
23+13 farmers between the ages of 21 through 40, and to make
1624 14 recommendations on possible incentives or policies to assist
1725 15 these individuals in purchasing or accessing farmland.
1826 16 (b) Members of the Commission shall include:
1927 17 (1) the Director of Agriculture or the Director's
2028 18 designee, who shall serve as chair of the Commission;
2129 19 (2) the Director of Natural Resources or the
2230 20 Director's designee;
2331 21 (3) one member representing the University of Illinois
2432 22 Extension, appointed by the Director of Agriculture;
2533 23 (4) the State Treasurer or the State Treasurer's

5387 20 (14) one member of the Senate, appointed by the Senate
5488 21 Minority Leader; and
5589 22 (15) four members who are farmers between the ages of
56-23 25 and 40 from different regions of the State, appointed
90+23 21 and 40 from different regions of the State, appointed
5791 24 by the Director of Agriculture.
5892 25 (c) Commission members shall serve without compensation.
5993 26 (d) The Commission shall meet at least on a quarterly
