1212 1 AN ACT concerning State government.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Department of Human Services Act is amended
1616 5 by adding Section 10-80 as follows:

1818 7 Sec. 10-80. Illinois Guaranteed Income Fund.
1919 8 (a) Definitions. As used in this Section:
2020 9 "Eligible entity" means either of the following:
2121 10 (1) A city, county, or city and county.
2222 11 (2) A nonprofit organization that is exempt from
2323 12 federal income taxation under Section 501(c)(3) or
2424 13 501(c)(5) of the Internal Revenue Code of 1986, as
2525 14 amended.
2626 15 "Guaranteed Income" means periodic, unconditional cash
2727 16 payments directly to individuals. A guaranteed income is not
2828 17 universal and is meant to prioritize cash based on need.
2929 18 (b) The Illinois Guaranteed Income Fund is created as a
3030 19 special fund in the State treasury. The Fund shall consist of
3131 20 all moneys appropriated to the Department and all interest
3232 21 earned on moneys in the Fund. Moneys in the Fund shall be
3333 22 expended for the purpose of carrying out the provisions of

7171 1 appropriation, the Department of Human Services shall
7272 2 administer the Fund and provide grants to eligible entities
7373 3 for the purpose of operating pilot programs and programs, or
7474 4 "projects", that provide a guaranteed income to participants.
7575 5 The Department shall prioritize funding for projects that
7676 6 serve Illinois residents who:
7777 7 (1) are pregnant individuals or have become new
7878 8 parents in the last 3 years;
7979 9 (2) are facing homelessness or seeking shelter or
8080 10 transitioning to housing after a period of homelessness;
8181 11 (3) are formerly incarcerated and returning to the
8282 12 community, or supporting a formerly incarcerated family
8383 13 member who was released within a year of application; or
8484 14 (4) are enrolled in educational or vocational
8585 15 programs.
8686 16 (c) The Department may, at its discretion, provide grants
8787 17 to projects that provide a guaranteed income to populations
8888 18 other than those prioritized in subsection (b). The
8989 19 Department, in consultation with relevant stakeholders, shall
9090 20 determine the methodology for, and manner of, distributing
9191 21 grants awarded in accordance with this Section. In determining
9292 22 the methodology and manner of distributing grants, the
9393 23 Department shall ensure that grant funds are awarded in an
9494 24 equitable manner to eligible entities in both rural and urban
9595 25 counties and in proportion to the number of individuals
9696 26 anticipated to be served by an eligible entity's pilot program

108108 2 (d) In order to receive grant funds, an eligible entity
109109 3 shall present a plan for providing all individuals who receive
110110 4 guaranteed income payments funded with a grant provided under
111111 5 this Section with sufficient benefits counseling and
112112 6 informational materials to ensure that they are aware of any
113113 7 impact the receipt of a guaranteed income payment from the
114114 8 pilot program or project may have on their eligibility for
115115 9 other public benefit programs, if applicable.
116116 10 (e)(1) The Department shall review and evaluate the
117117 11 projects funded under this Section to determine, at a minimum,
118118 12 the economic impact of the programs and projects and their
119119 13 impact on the outcomes of individuals, as described in the
120120 14 original grant application, who receive guaranteed income
121121 15 payments funded with a grant provided under this Section. The
122122 16 Department shall consult with stakeholders and staff on the
123123 17 details of, and data components to include in, the evaluation,
124124 18 as well as any other topics to be addressed by the review and
125125 19 evaluation, in advance of any decision to grant to a project.
126126 20 The Department may accept, expend, or include in
127127 21 consideration, funds from any source, public or private, for
128128 22 the review and evaluation.
129129 23 (2) The Department shall submit a report to the General
130130 24 Assembly regarding the review and evaluation conducted under
131131 25 paragraph (1). The report shall be submitted to the General

144144 2 (f) Upon allocation of funding to eligible entities, as
145145 3 described in this Section, the Department shall report to the
146146 4 General Assembly, and post publicly on its website,
147147 5 information about the projects funded, including which
148148 6 specific eligible entities received grants, the expected
149149 7 number of individuals receiving guaranteed income payments
150150 8 funded with a grant provided under this Section,
151151 9 characteristics of the populations receiving guaranteed income
152152 10 payments funded with a grant provided under this Section, and
153153 11 the length of time each guaranteed income project will be
154154 12 administered.
155155 13 (g) The Department may establish an appropriate method,
156156 14 process, and structure for grant management, fiscal
157157 15 accountability, payments to guaranteed income pilot
158158 16 participants, and technical assistance and supports for
159159 17 grantees that ensure transparency and accountability in the
160160 18 use of State funds. The Department may, at its discretion,
161161 19 contract with one or more third parties for these purposes.
162162 20 (h) The Department may, at its discretion, contract with a
163163 21 third-party vendor for the purpose of developing a benefits
164164 22 counseling tool or informational materials for use by grantees
165165 23 to assist in meeting the requirements of this Section.
166166 24 (i) The Department may, at its discretion, require
167167 25 grantees to use a specified third-party vendor for purposes of
168168 26 administering grantees' projects and to meet the requirements
