1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Department of Healthcare and Family
1515 5 Services Law of the Civil Administrative Code of Illinois is
1616 6 amended by changing Section 2205-36 as follows:
1717 7 (20 ILCS 2205/2205-36)
1818 8 Sec. 2205-36. Breakthrough Therapies for Veteran Suicide
1919 9 Prevention Program Advisory Council.
2020 10 (a) There is created within the Department of Healthcare
2121 11 and Family Services the Breakthrough Therapies for Veteran
2222 12 Suicide Prevention Program Advisory Council. The Council shall
2323 13 advise the Department on the rules and clinical infrastructure
2424 14 necessary to support clinical access to and training for
2525 15 medication-assisted United States Food and Drug Administration
2626 16 breakthrough therapies for veteran suicide prevention. In
2727 17 advising the Department under this Section, the Council shall
2828 18 advise the Department on:
2929 19 (1) the award of grants for breakthrough therapy
3030 20 treatment through the Veteran Suicide Prevention Program;
3131 21 (2) the necessary education, training, licensing, and
3232 22 credentialing of providers;
3333 23 (3) patient safety and harm reduction;

6868 1 (4) costs, insurance reimbursement, and strategies to
6969 2 safely increase affordable access to care, including the
7070 3 use of group therapy;
7171 4 (5) standards for treatment facilities;
7272 5 (6) relevant federal regulations and guidelines that
7373 6 relevant State agencies may consider adopting;
7474 7 (7) assisting with the development of public awareness
7575 8 and education campaigns related to veteran suicides;
7676 9 (8) additional funding needed for subsidized patient
7777 10 access and provider and therapist training;
7878 11 (9) overall Fund budget;
7979 12 (10) periodic Fund evaluation;
8080 13 (11) developing criteria and standards for the award
8181 14 of grants and fellowships;
8282 15 (12) developing and providing oversight regarding
8383 16 mechanisms for the dissemination of treatment and training
8484 17 data; and
8585 18 (13) developing provisions to ensure justice, equity,
8686 19 diversity, and inclusion are considered in the
8787 20 administration of grants and recommendations made to the
8888 21 Department.
8989 22 (b) The Council shall consist of 9 members:
9090 23 (1) three members appointed by the Governor;
9191 24 (2) two members appointed by the President of the

9393 26 (3) two members appointed by the Speaker of the House
