11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Department of Healthcare and Family
15	15	5 Services Law of the Civil Administrative Code of Illinois is
16	16	6 amended by changing Section 2205-36 as follows:
17	17	7 (20 ILCS 2205/2205-36)
18	18	8 Sec. 2205-36. Breakthrough Therapies for Veteran Suicide
19	19	9 Prevention Program Advisory Council.
20	20	10 (a) There is created within the Department of Healthcare
21	21	11 and Family Services the Breakthrough Therapies for Veteran
22	22	12 Suicide Prevention Program Advisory Council. The Council shall
23	23	13 advise the Department on the rules and clinical infrastructure
24	24	14 necessary to support clinical access to and training for
25	25	15 medication-assisted United States Food and Drug Administration
26	26	16 breakthrough therapies for veteran suicide prevention. In
27	27	17 advising the Department under this Section, the Council shall
28	28	18 advise the Department on:
29	29	19 (1) the award of grants for breakthrough therapy
30	30	20 treatment through the Veteran Suicide Prevention Program;
31	31	21 (2) the necessary education, training, licensing, and
32	32	22 credentialing of providers;

68	68	1 (4) costs, insurance reimbursement, and strategies to
69	69	2 safely increase affordable access to care, including the
70	70	3 use of group therapy;
71	71	4 (5) standards for treatment facilities;
72	72	5 (6) relevant federal regulations and guidelines that
73	73	6 relevant State agencies may consider adopting;
74	74	7 (7) assisting with the development of public awareness
75	75	8 and education campaigns related to veteran suicides;
76	76	9 (8) additional funding needed for subsidized patient
77	77	10 access and provider and therapist training;
78	78	11 (9) overall Fund budget;
79	79	12 (10) periodic Fund evaluation;
80	80	13 (11) developing criteria and standards for the award
81	81	14 of grants and fellowships;
82	82	15 (12) developing and providing oversight regarding
83	83	16 mechanisms for the dissemination of treatment and training
84	84	17 data; and
85	85	18 (13) developing provisions to ensure justice, equity,
86	86	19 diversity, and inclusion are considered in the
87	87	20 administration of grants and recommendations made to the
88	88	21 Department.
89	89	22 (b) The Council shall consist of 9 members:
90	90	23 (1) three members appointed by the Governor;
91	91	24 (2) two members appointed by the President of the
92	92	25 Senate;
93	93	26 (3) two members appointed by the Speaker of the House
