Provides that the goal of the program shall be to attract capable and promising students to the medical profession, increase the employment and retention of individuals who are receiving additional clinical training in medicine, and reduce any financial barriers in the medical profession. 11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Higher Education Student Assistance Act is
15	15	5 amended by adding Section 65.88 as follows:
16	16	6 (110 ILCS 947/65.88 new)
17	17	7 Sec. 65.88. Medical education grant program.
18	18	8 (a) As used in this Section:
19	19	9 "Eligible medical student" means a person who meets all of
20	20	10 the following qualifications:
21	21	11 (1) The person is an Illinois resident at the time of
22	22	12 application for a grant under this Section.
23	23	13 (2) The person has been accepted to study medicine in
24	24	14 a medical or osteopathic college or school located in this
25	25	15 State.
26	26	16 (3) The person exhibits financial need as determined
27	27	17 by the Commission.
28	28	18 "Eligible resident or fellow physician" means a person who
29	29	19 meets all of the following qualifications:
30	30	20 (1) The person is an Illinois resident at the time of
31	31	21 application for a grant under this Section.
32	32	22 (2) The person holds the degree of Doctor of Medicine,
33	33	23 Doctor of Osteopathy, or Doctor of Osteopathic Medicine

69	69	2 residency training by a hospital situated in this State or
70	70	3 been accepted or appointed to a specialty or residency
71	71	4 training program in a hospital or facility maintained by
72	72	5 the State or an affiliated training facility.
73	73	6 (3) The person exhibits financial need as determined
74	74	7 by the Commission.
75	75	8 (b) Subject to appropriation, the Commission shall develop
76	76	9 and administer a medical education grant program. The goal of
77	77	10 the medical education grant program shall be to attract
78	78	11 capable and promising students to the medical profession,
79	79	12 increase the employment and retention of individuals who are
80	80	13 receiving additional clinical training in medicine, and reduce
81	81	14 any financial barriers in the medical profession.
82	82	15 (c) Under the medical education grant program, grants
83	83	16 shall be awarded to eligible medical students and eligible
84	84	17 resident or fellow physicians and be used to cover the
85	85	18 nontuition costs of attending a medical or osteopathic college
86	86	19 or school or receiving specialty or residency training,
87	87	20 including, but not limited to, living expenses.
