Turner SYNOPSIS AS INTRODUCED: 110 ILCS 947/65.88 new Amends the Higher Education Student Assistance Act. Provides that, subject to appropriation, the Illinois Student Assistance Commission shall develop and administer a medical education grant program. Provides that the goal of the program shall be to attract capable and promising students to the medical profession, increase the employment and retention of individuals who are receiving additional clinical training in medicine, and reduce any financial barriers in the medical profession. Provides that under the program, grants shall be awarded to eligible medical students and eligible resident or fellow physicians and be used to cover the nontuition costs of attending a medical or osteopathic college or school or receiving specialty or residency training, including, but not limited to, living expenses. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Higher Education Student Assistance Act is
1515 5 amended by adding Section 65.88 as follows:
1616 6 (110 ILCS 947/65.88 new)
1717 7 Sec. 65.88. Medical education grant program.
1818 8 (a) As used in this Section:
1919 9 "Eligible medical student" means a person who meets all of
2020 10 the following qualifications:
2121 11 (1) The person is an Illinois resident at the time of
2222 12 application for a grant under this Section.
2323 13 (2) The person has been accepted to study medicine in
2424 14 a medical or osteopathic college or school located in this
2525 15 State.
2626 16 (3) The person exhibits financial need as determined
2727 17 by the Commission.
2828 18 "Eligible resident or fellow physician" means a person who
2929 19 meets all of the following qualifications:
3030 20 (1) The person is an Illinois resident at the time of
3131 21 application for a grant under this Section.
3232 22 (2) The person holds the degree of Doctor of Medicine,
3333 23 Doctor of Osteopathy, or Doctor of Osteopathic Medicine

7070 3 been accepted or appointed to a specialty or residency
7171 4 training program in a hospital or facility maintained by
7272 5 the State or an affiliated training facility.
7373 6 (3) The person exhibits financial need as determined
7474 7 by the Commission.
7575 8 (b) Subject to appropriation, the Commission shall develop
7676 9 and administer a medical education grant program. The goal of
7777 10 the medical education grant program shall be to attract
7878 11 capable and promising students to the medical profession,
7979 12 increase the employment and retention of individuals who are
8080 13 receiving additional clinical training in medicine, and reduce
8181 14 any financial barriers in the medical profession.
8282 15 (c) Under the medical education grant program, grants
8383 16 shall be awarded to eligible medical students and eligible
8484 17 resident or fellow physicians and be used to cover the
8585 18 nontuition costs of attending a medical or osteopathic college
8686 19 or school or receiving specialty or residency training,
8787 20 including, but not limited to, living expenses.
