11	11	1 AN ACT concerning transportation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Vehicle Code is amended by
15	15	5 changing Section 6-115 as follows:

17	17	7 Sec. 6-115. Expiration of driver's license.
18	18	8 (a) Except as provided elsewhere in this Section, every
19	19	9 driver's license issued under the provisions of this Code
20	20	10 shall expire 4 years from the date of its issuance, or at such
21	21	11 later date, as the Secretary of State may by proper rule and
22	22	12 regulation designate, not to exceed 12 calendar months; in the
23	23	13 event that an applicant for renewal of a driver's license
24	24	14 fails to apply prior to the expiration date of the previous
25	25	15 driver's license, the renewal driver's license shall expire 4
26	26	16 years from the expiration date of the previous driver's
27	27	17 license, or at such later date as the Secretary of State may by
28	28	18 proper rule and regulation designate, not to exceed 12
29	29	19 calendar months.
30	30	20 The Secretary of State may, however, issue to a person not
31	31	21 previously licensed as a driver in Illinois a driver's license
32	32	22 which will expire not less than 4 years nor more than 5 years

68	68	1 Section.
69	69	2 (a-3) Beginning no later than July 1, 2027, the Secretary
70	70	3 shall offer to qualified applicants the option to be issued an
71	71	4 8-year driver's license. The Secretary shall submit proposed
72	72	5 rules to implement this subsection to the Joint Committee on
73	73	6 Administrative Rules no later than January 1, 2027.
74	74	7 (a-5) Every driver's license issued under this Code to an
75	75	8 applicant who is not a United States citizen or permanent
76	76	9 resident, or an individual who has an approved application for
77	77	10 asylum in the United States or has entered the United States in
78	78	11 refugee status, shall expire on whichever is the earlier date
79	79	12 of the following:
80	80	13 (1) as provided under subsection (a), (f), (g), or (i)
81	81	14 of this Section;
82	82	15 (2) on the date the applicant's authorized stay in the
83	83	16 United States terminates; or
84	84	17 (3) if the applicant's authorized stay is indefinite
85	85	18 and the applicant is applying for a Limited Term REAL ID
86	86	19 compliant driver's license, one year from the date of
87	87	20 issuance of the license.
88	88	21 (a-10) Every REAL ID compliant driver's license issued
89	89	22 under this Code to an applicant who is not a United States
90	90	23 citizen or permanent resident, or an individual who has an
91	91	24 approved application for asylum in the United States or has
92	92	25 entered the United States in refugee status, shall be marked
93	93	26 "Limited Term".

104	104	1 (b) Before the expiration of a driver's license, except
105	105	2 those licenses expiring on the individual's 21st birthday, or
106	106	3 3 months after the individual's 21st birthday, the holder
107	107	4 thereof may apply for a renewal thereof, subject to all the
108	108	5 provisions of Section 6-103, and the Secretary of State may
109	109	6 require an examination of the applicant. A licensee whose
110	110	7 driver's license expires on his 21st birthday, or 3 months
111	111	8 after his 21st birthday, may not apply for a renewal of his
112	112	9 driving privileges until he reaches the age of 21.
113	113	10 (c) The Secretary of State shall, 30 days prior to the
114	114	11 expiration of a driver's license, forward to each person whose
115	115	12 license is to expire a notification of the expiration of said
116	116	13 license which may be presented at the time of renewal of said
117	117	14 license.
118	118	15 There may be included with such notification information
119	119	16 explaining the anatomical gift and Emergency Medical
120	120	17 Information Card provisions of Section 6-110. The format and
121	121	18 text of such information shall be prescribed by the Secretary.
122	122	19 There shall be included with such notification, for a
123	123	20 period of 4 years beginning January 1, 2000 information
124	124	21 regarding the Illinois Adoption Registry and Medical
125	125	22 Information Exchange established in Section 18.1 of the
126	126	23 Adoption Act.
127	127	24 (d) The Secretary may defer the expiration of the driver's
128	128	25 license of a licensee, or of a spouse or , and dependent
129	129	26 children who are living with such licensee while on active

140	140	1 duty, serving in the Armed Forces of the United States outside
141	141	2 of the State of Illinois for any length of time, in the
142	142	3 Secretary's discretion, that does not exceed 6 months
143	143	4 following the discharge of the licensee from the Armed Forces
144	144	5 of the United States or within 90 days after reestablishing
145	145	6 residence within the State, whichever is sooner , and 120 days
146	146	7 thereafter, upon such terms and conditions as the Secretary

148	148	9 (d-5) The Secretary may defer the expiration of the
149	149	10 driver's license of a licensee, or of a spouse or dependent
150	150	11 children living with the licensee, serving as a civilian
151	151	12 employee of the United States Armed Forces or the United
152	152	13 States Department of Defense, outside of the State of
153	153	14 Illinois, and 120 days thereafter, upon such terms and
154	154	15 conditions as the Secretary may prescribe.
155	155	16 (e) The Secretary of State may decline to process a
156	156	17 renewal of a driver's license of any person who has not paid
157	157	18 any fee or tax due under this Code and is not paid upon
158	158	19 reasonable notice and demand.
159	159	20 (f) The Secretary shall provide that each original or
160	160	21 renewal driver's license issued to a licensee under 21 years
161	161	22 of age shall expire 3 months after the licensee's 21st
162	162	23 birthday. Persons whose current driver's licenses expire on
163	163	24 their 21st birthday on or after January 1, 1986 shall not renew
164	164	25 their driver's license before their 21st birthday, and their
165	165	26 current driver's license will be extended for an additional
