11	11	1 AN ACT concerning finance.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Grant Accountability and Transparency Act
15	15	5 is amended by adding Section 31 as follows:
16	16	6 (30 ILCS 708/31 new)
17	17	7 Sec. 31. Budget implementation report. By January 1, 2026,
18	18	8 and by January 1 of each year thereafter, the Governor's
19	19	9 Office of Management and Budget shall compile a budget
20	20	10 implementation report. The budget implementation report shall
21	21	11 include the following information concerning each grant
22	22	12 agreement entered into by a State grant-making agency during
23	23	13 the previous calendar year:
24	24	14 (1) the total cost of each project;
25	25	15 (2) detailed line items specified under guidelines
26	26	16 issued by the Governor's Office of Management and Budget;
27	27	17 and
28	28	18 (3) a description of the specified purpose for the
29	29	19 project.
30	30	20 The report shall be submitted to the General Assembly and
31	31	21 shall be posted on the website of the Governor's Office of
32	32	22 Management and Budget.
