1 AN ACT concerning appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 1
5 Section 1. The sum of $1,004,092,300, or so much thereof
6 as may be necessary, is appropriated from the General Revenue
7 Fund to the Department of Human Services for ordinary and
8 contingent expenses of the department, permanent improvements
9 and for student, member or inmate compensation expenses of the
10 department for the fiscal year ending June 30, 2026.
11 Section 2. The amount of $13,406,700, or so much thereof
12 as may be necessary, is appropriated from the General Revenue
13 Fund to the Department of Human Services for ordinary and
14 contingent expenses associated with the Office of the
15 Inspector General.
16 The Department, with the consent in writing from the
17 Governor, may reapportion not more than 1 percent of the total
18 appropriation of General Revenue Funds in Section 1 to Section
19 2 above among the various purposes therein enumerated.

2 Development Authority for the purpose of making grants,
3 forgivable loans, or loans, and administrative expenses to
4 support the acquisition, and/or development of permanent
5 supportive housing units and/or beds in non-congregate and
6 congregate settings, including but not limited to, for
7 purposes allowed by Section 9901 of the American Rescue Plan
8 Act of 2021 and any associated federal guidance, including
9 prior years' costs.
10 Section 165. The sum of $2,271,380, or so much thereof as
11 may be necessary and remains unexpended at the close of
12 business on June 30, 2025, from an appropriation heretofore
13 made for such purpose in Article 130, Section 315 of Public Act
14 103-0589, as amended, is reappropriated from the State
15 Coronavirus Urgent Remediation Emergency Fund to the
16 Department of Human Services to make grants to agencies funded
17 by the Supportive MI Housing (Division of Mental Health) for
18 the purpose of employee recruitment and retention, including,
19 but not limited to bonuses for current staff.
20 Section 9999. Effective date. This Act takes effect July
21 1, 2025.
