8	8	1 AN ACT concerning appropriations.
9	9	2 Be it enacted by the People of the State of Illinois,
10	10	3 represented in the General Assembly:
11	11	4 ARTICLE 1
12	12	5 Section 5. The following named amounts, or so much thereof
13	13	6 as may be necessary respectively, are appropriated to the
14	14	7 Department of Military Affairs for the purposes hereinafter
15	15	8 named:

51	51	1 Section 10. The sum of $17,200,000, or so much thereof as
52	52	2 may be necessary, is appropriated from the Federal Support
53	53	3 Agreement Revolving Fund to the Department of Military Affairs
54	54	4 for theFacilities Division for expenses related to Army
55	55	5 National Guard Facilities operations and maintenance as
56	56	6 provided for in the Cooperative Funding Agreements, including
57	57	7 prior years' costs.
58	58	8 Section 15. The sum of $35,000, or so much thereof as may
59	59	9 be necessary, is appropriated from the General Revenue Fund to
60	60	10 the Department of Military Affairs for the Office of the
61	61	11 Adjutant General Division for expenses related to the care and
62	62	12 preservation of historic artifacts.
63	63	13 Section 20. The sum of $1,000,000, or so much thereof as
64	64	14 may be necessary, is appropriated from the Military Affairs
65	65	15 Trust Fund to the Department of Military Affairs for the
66	66	16 Office of the Adjutant General Division to support youth and
67	67	17 other programs, provided such amounts shall not exceed funds
68	68	18 to be made available from public or private sources.
69	69	19 Section 25. The sum of $5,000,000, or so much thereof as
70	70	20 may be necessary, is appropriated from the Illinois Military
71	71	21 Family Relief Fund to the Department of Military Affairs for
72	72	22 the Office of the Adjutant General Division for the issuance
73	73	23 of grants to persons or families of persons who are members of

84	84	1 the Illinois National Guard or Illinois residents who are
85	85	2 members of the armed forces of the United States and who have
86	86	3 been called to active duty as a result of the September 11,
87	87	4 2001 terrorist attacks, including prior years' costs.
88	88	5 Section 30. The sum of $850,000, or so much thereof as may
89	89	6 be necessary, is appropriated from the General Revenue Fund to
90	90	7 the Department of Military Affairs for deposit into the
91	91	8 Federal Support Agreement Revolving Fund.
92	92	9 Section 35. The sum of $100,000, or so much thereof as may
93	93	10 be necessary, is appropriated from the State Military Justice
94	94	11 Fund to the Department of Military Affairs for expenses of
95	95	12 military justice as provided in the Illinois Code of Military
96	96	13 Justice.
97	97	14 Section 40. The sum of $1,000,000 or so much thereof as may
98	98	15 be necessary, is appropriated from the General Revenue Fund to
99	99	16 the Department of Military Affairs for deposit into the
100	100	17 Illinois Military Family Relief Fund.
101	101	18 Section 45. No contract shall be entered into or
102	102	19 obligation incurred for any expenditures from the
103	103	20 appropriations made in Sections 40 until after the purposes
104	104	21 and amounts have been approved in writing by the Governor.
105	105	22 Section 99. Effective date. This Act takes effect July 1,
