1 AN ACT concerning appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 1
5 Section 5. The sum of $8,440,000, or so much thereof as may
6 be necessary, is appropriated to the Illinois Student
7 Assistance Commission from the General Revenue Fund to meet
8 its operational expenses for the fiscal year ending June 30,
9 2026.
10 Section 10. The following named amount, or so much thereof
11 as may be necessary, is appropriated from the General Revenue
12 Fund to the Illinois Student Assistance Commission for the
13 following purpose:
14 To support outreach, research, and
15 training activities..............................7,840,000
16 Section 15. The sum of $296,566,200, or so much thereof as
17 may be necessary, is appropriated to the Illinois Student
18 Assistance Commission from the General Revenue Fund for grant
19 awards to students eligible for the Monetary Award Program, as
20 provided by law, and for agency administrative and operational
21 costs not to exceed 2 percent of the total appropriation for

1 the Monetary Award Program.
2 Section 20. The sum of 425,000,000, or so much thereof as
3 may be necessary, is appropriated to the Illinois Student
4 Assistance Commission from the Education Assistance Fund for
5 grant awards to students eligible for the Monetary Award
6 Program, as provided by law.
7 Section 25. The sum of $50,000,000, or so much thereof as
8 may be necessary, is appropriated to the Illinois Student
9 Assistance Commission from the General Revenue Fund for
10 payments to eligible public universities for grants to
11 students pursuant to the AIM HIGH program.
12 Section 30. The sum of $6,000,000, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Illinois Student Assistance Commission for payment
15 of the Illinois Veterans' Grants and Illinois National Guard
16 Grants at state-controlled universities for students eligible,
17 as provided by law.
18 Section 35. The sum of $150,000, or so much thereof as may
19 be necessary, is appropriated from the General Revenue Fund to
20 the Illinois Student Assistance Commission for costs
21 associated with providing grants to exonerated persons, as
22 provided by law.

1 Section 40. The sum of $5,000,000, or so much thereof as
2 may be necessary, is appropriated from the Education
3 Assistance Fund to the Illinois Student Assistance Commission
4 for financial assistance and administrative costs associated
5 with early childhood programs.
6 Section 45. The sum of $6,000,000, or so much thereof as
7 may be necessary, is appropriated from the General Revenue
8 Fund to the Illinois Student Assistance Commission for costs
9 associated with Social Worker Scholarships and loan repayment
10 assistance.
11 Section 50. The sum of $26,400, or so much thereof as may
12 be necessary, is appropriated from the Education Assistance
13 Fund to the Illinois Student Assistance Commission for costs
14 associated with the Veterans' Home Medical Providers' Loan
15 Repayment Program pursuant to Public Act 99-0813.
16 Section 55. The sum of $400,000, or so much thereof as may
17 be necessary, is appropriated from the Education Assistance
18 Fund to the Illinois Student Assistance Commission for grants
19 to eligible nurse educators to use for payment of their
20 educational loan pursuant to Public Act 94-1020.
21 Section 60. The following named sums, or so much thereof

2 Education Assistance Fund to the Illinois Student Assistance
3 Commission for the following purposes:
4 Grants and Scholarships
5 For the payment of scholarships to students
6 who are children of police officers or firefighters
7 killed in the line of duty, or who are
8 dependents of correctional officers killed
9 or permanently disabled in the line of
10 duty, as provided by law.........................1,300,000
11 For payment of Minority Teacher Scholarships......8,000,000
12 Total $9,300,000
13 Section 65. The sum of $10,750,000, or so much thereof as
14 may be necessary, is appropriated from the Education
15 Assistance Fund to the Illinois Student Assistance Commission
16 to the Golden Apple Scholars of Illinois program, as provided
17 by law.
18 Section 70. The sum of $5,000,000, or so much thereof as
19 may be necessary, is appropriated from the Education
20 Assistance Fund to the Illinois Student Assistance Commission
21 to the Golden Apple Scholars of Illinois program for the
22 Golden Apple Accelerators Program.
23 Section 75. The sum of $975,000, or so much thereof as may

3 Loan Repayment for Teachers Program.
4 Section 80. The sum of $300,000, or so much thereof as may
5 be necessary, is appropriated from the ISAC Accounts
6 Receivable Fund to the Illinois Student Assistance Commission
7 for costs associated with the collection of delinquent
8 scholarship awards pursuant to the Illinois State Collection
9 Act of 1986.
10 Section 85. The sum of $110,000, or so much thereof as may
11 be necessary, is appropriated to the Illinois Student
12 Assistance Commission from the University Grant Fund for
13 payment of grants for the Higher Education License Plate
14 Program, as provided by law.
15 Section 90. The following named sum, or so much thereof as
16 may be necessary, is appropriated from the Illinois Student
17 Assistance Commission Contracts and Grants Fund to the
18 Illinois Student Assistance Commission for the following
19 purpose:

3 Licensing and Disciplinary Board Fund to the Illinois Student
4 Assistance Commission for the following purpose:

7 Optometric Education Scholarship

3 Section 120. The following named sum, or so much thereof
4 as may be necessary, is appropriated from the Federal
5 Congressional Teacher Scholarship Program Fund to the Illinois
6 Student Assistance Commission for the following purpose:
7 For transferring repayment funds collected
8 under the Paul Douglas Teacher Scholarship
9 Program to the U.S. Treasury.......................100,000
10 Section 125. The sum of $11,320,000, or so much thereof as
11 may be necessary, is appropriated from the Federal Student
12 Incentive Trust Fund to the Illinois Student Assistance
13 Commission for allowable uses of federal grant funds related
14 to college access, outreach, and training, including but not
15 limited to funds received under the federal Gaining Early
16 Awareness and Readiness for Undergraduate Program.
17 Section 130. The sum of $300,000, or so much thereof as may
18 be necessary, is appropriated from the Federal Student
19 Incentive Trust Fund to the Illinois Student Assistance
20 Commission for the John R. Justice Student Loan Repayment
21 Program.
22 Section 135. The sum of $4,000,000, or so much thereof as

1 may be necessary, is appropriated from the Nursing Dedicated
2 and Professional Fund to the Illinois Student Assistance
3 Commission for expenses related to the Nursing Education
4 Scholarship Law.
5 Section 140. The sum of $1,100,000, or so much thereof as
6 may be necessary, is appropriated from the Energy Transition
7 Assistance Fund to the Illinois Student Assistance Commission
8 for costs associated with providing grants to eligible
9 individuals, for costs pursuant to the Energy Transition Act.
10 Section 145. The sum of $3,500,000, or so much thereof as
11 may be necessary, is appropriated from the UNCF Scholarship
12 Fund to the Illinois Student Assistance Commission to grant
13 scholarships to public university and college students for the
14 United Negro College Fund scholarship program.
15 Section 150. The sum of $3,500,000, or so much thereof as
16 may be necessary, is appropriated from the Illinois DREAM Fund
17 to the Illinois Student Assistance Commission to grant
18 scholarships to public university and college students for the
19 Illinois DREAM Fund scholarship program.
20 Section 155. The sum of $5,000,000 or so much thereof as
21 may be necessary is appropriated from the Illinois Student
22 Assistance Commission Contracts and Grants Fund to the

2 associated with the Human Services Loan Repayment program.
3 Section 160. The sum of $3,500,000, or so much thereof as
4 may be necessary, is appropriated to the Illinois Student
5 Assistance Commission from the Student Loan Operating Fund for
6 ordinary and contingent expenses of operating the Monetary
7 Award Program.
8 Section 999. Effective date. This Act takes effect July 1,
9 2025.
