44 2 WHEREAS, It is highly fitting that the Illinois General
55 3 Assembly pays honor and respect to individuals who have given
66 4 their lives in the line of duty; and
77 5 WHEREAS, Marshal Enoch T. Hopkins was born in Jefferson,
88 6 Maine on March 22, 1824; he began his long career as a law
99 7 enforcer shortly after coming to Morris, Illinois in the
1010 8 summer of 1854; and
1111 9 WHEREAS, Marshal Hopkins' honorable service was tragically
1212 10 cut short when he was killed in the line of duty on September
1313 11 14, 1878; and
1414 12 WHEREAS, On the night of September 14, Frank Foster and
1515 13 Charles Miller, notorious roughs, came to town, where the pair
1616 14 shortly became intoxicated; and
1717 15 WHEREAS, Marshal Hopkins advised the men several times
1818 16 over the course of the evening to go home, as they had become
1919 17 disorderly; the pair ignored the multiple warnings they
2020 18 received and persisted with their drinking until late into the
2121 19 evening; and
2222 20 WHEREAS, Around midnight, Marshal Hopkins found it

3131 1 necessary to arrest the two intoxicated men and caught them in
3232 2 a downtown alleyway; as he was leading them out of the alley,
3333 3 the men fled on foot; and
3434 4 WHEREAS, Marshal Hopkins pursued the men when Charles
3535 5 Miller suddenly drew his revolver and fired twice at the
3636 6 officer, who was hit by one of the shots and died almost
3737 7 instantly; and
3838 8 WHEREAS, Marshal Hopkins, whose funeral was the largest
3939 9 seen in Morris at the time, was an honored member of the
4040 10 Masonic Order, a great, noble man, and a respected citizen of
4141 11 the community; therefore, be it
4242 12 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
4343 13 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
4444 14 REPRESENTATIVES CONCURRING HEREIN, that we designate the
4545 15 portion of Illinois Route 47 over Interstate 80 from Romines
4646 16 Drive to Illinois Route 6 East as the "Marshal Enoch T. Hopkins
4747 17 Memorial Road"; and be it further
4848 18 RESOLVED, That the Illinois Department of Transportation
4949 19 is requested to erect at suitable locations, consistent with
5050 20 State and federal regulations, appropriate plaques or signs
5151 21 giving notice of the name "Marshal Enoch T. Hopkins Memorial
5252 22 Road"; and be it further
