44 2 WHEREAS, The American Society of Civil Engineers (ASCE)
55 3 stated in its 2021 report card that the United States received
66 4 a grade of C- regarding the current state of infrastructure
77 5 and that more than six trillion dollars is needed to restore
88 6 the nation's infrastructure to a state of good repair; over
99 7 two trillion dollars is currently not funded, and the
1010 8 remainder is inadequately funded; new, 21st Century projects
1111 9 are also unfunded; and
1212 10 WHEREAS, The Illinois ASCE 2022 Report Card assigned the
1313 11 State's systems a cumulative grade of "C-"; the report
1414 12 analyzes 11 categories of infrastructure pertinent to
1515 13 Illinois, including aviation (C+), bridges (C), dams (C+),
1616 14 drinking water (D+), inland waterways (D), ports (C-), rail
1717 15 (C+), roads (D+), storm water (D+), transit (D+), and
1818 16 wastewater (C-); and
1919 17 WHEREAS, Out of four million total water service lines,
2020 18 over 675,000 have been identified as lead and almost 380,000
2121 19 as copper with lead solder services; Illinois will require at
2222 20 least $12 billion to replace the lead water lines, and federal
2323 21 appropriations will cover less than 10% of that cost; and
2424 22 WHEREAS, Illinois' aging drinking water infrastructure is

3333 1 leading to leaking pipelines, costing taxpayers money and
3434 2 critical resources; in 2017, a total of 106 million gallons
3535 3 per day (MGD) were lost among Lake Michigan allocation
3636 4 permittees, or 13% of total water supplied; additional funding
3737 5 is needed for aging storm water infrastructure that must keep
3838 6 up with increasing rainfall trends from climate change; and
3939 7 WHEREAS, Illinois needs at least 300,000 new units of
4040 8 affordable housing for the most housing insecure; homelessness
4141 9 increased in Illinois in 2024 by 116%, and there are 26,000
4242 10 unhoused in the State; and
4343 11 WHEREAS, There are 2,405 bridges in poor condition, or 9%
4444 12 of all bridges in the State that are crossed by motorists every
4545 13 day; approximately 70% of Illinois bridges in poor condition
4646 14 are owned by counties, towns, or cities, suggesting the local
4747 15 maintenance backlog is a significant challenge; and
4848 16 WHEREAS, U.S. Reps. Danny Davis and Jesus "Chuy" Garcia
4949 17 introduced H.R. 4052 (The National Infrastructure Bank Act) on
5050 18 June 13, 2023 in the 118th U.S. Congress; this would create a
5151 19 $5 trillion bank to finance all infrastructure requirements to
5252 20 bring the system to a state of good repair and build new
5353 21 projects; and
5454 22 WHEREAS, The new national infrastructure bank is modeled

6767 3 Madison, Abraham Lincoln, and Franklin D. Roosevelt; the last
6868 4 such bank helped bring us out of the Great Depression and win

7070 6 WHEREAS, The new national infrastructure bank will create
7171 7 25 million new jobs, pay Davis-Bacon wages, and enforce Buy
7272 8 America provisions; Disadvantaged Business Enterprises will
7373 9 receive significant disbursements, and the bill mandates
7474 10 large-scale minority hiring; the bank will require no new
7575 11 federal spending or federal taxes; according to experts, the
7676 12 bank will grow the economy by 5% per year as did its
7777 13 predecessors; and
7878 14 WHEREAS, The new national infrastructure bank will
7979 15 complement the Rebuild Illinois infrastructure program passed
8080 16 by the legislature in 2019 and provide the additional new
8181 17 money to bring all infrastructure in Illinois to a state of
8282 18 good repair; and
8383 19 WHEREAS, Many organizations are in support of a new
8484 20 national infrastructure bank, including the National Black
8585 21 Caucus of State Legislators, the National Hispanic Caucus of
8686 22 State Legislators, the National Asian-Pacific American Caucus

107107 10 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
108108 11 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
109109 12 REPRESENTATIVES CONCURRING HEREIN, that we urge the United
110110 13 States Congress to pass H.R. 4052 to create a new national
111111 14 infrastructure bank to finance urgently needed infrastructure
