44 2 WHEREAS, The investments that the State of Illinois makes
55 3 in communities through programs and services funded in the
66 4 state budget are vitally important in helping ensure all
77 5 Illinois families can thrive; and
88 6 WHEREAS, The State of Illinois' ability to fund programs
99 7 and services is now under threat from the federal government
1010 8 as President Donald Trump and senior advisor Elon Musk are
1111 9 unlawfully moving to unilaterally stop federal funding and are
1212 10 pushing for deep budgetary cuts in order to slash taxes again
1313 11 for the richest Americans, including Elon Musk; and
1414 12 WHEREAS, These federal changes will be devastating for
1515 13 millions of Illinoisans in a multitude of ways as they will
1616 14 mean deep cuts to the roughly $34 billion Illinois receives
1717 15 annually from the federal government for a range of programs
1818 16 and services, such as health coverage for three million
1919 17 Illinoisans through Medicaid, food assistance programs for
2020 18 families, and services to support the State's public transit
2121 19 system; and
2222 20 WHEREAS, The General Assembly has the power to
2323 21 meaningfully protect Illinoisans from the Trump
2424 22 administration's plans to make deadly cuts to federal

3333 1 investments in the health and well-being of our communities

3535 3 WHEREAS, Since the unsuccessful fair tax amendment in
3636 4 2020, funding essential programs and services in the State
3737 5 budget has become increasingly difficult; Illinois has not had
3838 6 a major increase in state revenue since and continues to
3939 7 experience a significant revenue shortfall; and
4040 8 WHEREAS, Illinois has the eighth most unequal state and
4141 9 local tax system in the nation and the most unequal of all
4242 10 states in the Midwest with the lowest-income 20% of households
4343 11 paying twice the portion of their incomes as compared with the
4444 12 top 1%; and
4545 13 WHEREAS, Illinois' corporate income tax policies contain
4646 14 many loopholes that allow multinational corporations to avoid
4747 15 paying taxes by hiding their vast profits; and
4848 16 WHEREAS, Income and wealth inequality in the United States
4949 17 have reached record levels with Illinois having the most
5050 18 severe income inequality of all states in the Midwest and with
5151 19 corporate profitability reaching an all-time high last year;

5353 21 WHEREAS, The State of Illinois plays an important role in

6464 1 ensuring racial, gender, and immigrant justice; and
6565 2 WHEREAS, Illinois must work to ensure fairness and
6666 3 opportunity for all Illinoisans regardless of their race,
6767 4 gender, or where they come from; therefore, be it
6868 5 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
6969 6 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
7070 7 REPRESENTATIVES CONCURRING HEREIN, that we urge the State of
7171 8 Illinois to make needed investments in Illinois communities by
7272 9 raising $6 billion in new revenue from the ultra-wealthy and
7373 10 mega-corporations; and be it further
7474 11 RESOLVED, That we urge revenue policies, such as raising
7575 12 the corporate income tax, closing corporate tax loopholes and
7676 13 taxing corporate offshore sheltered income, closing the
7777 14 carried interest loophole, and taxing data extraction by big
7878 15 tech corporations, should be used to fund priorities, such as
7979 16 strengthening public transit operations, supporting immigrant
8080 17 communities by fully funding immigrant services, protecting
8181 18 healthcare access for all, fully funding public schools in
8282 19 every community, supporting senior home care, and improving
8383 20 the child tax credit program, the direct cash assistance,
8484 21 re-entry employment programs, violence prevention programs,
8585 22 and affordable housing opportunities; and be it further

9696 1 RESOLVED, That we affirm that, in addition to funding
