3	3	1 SENATE JOINT RESOLUTION
4	4	2 WHEREAS, It is highly fitting that the Illinois General
5	5	3 Assembly pays honor and respect to those who have served our
6	6	4 country; and
7	7	5 WHEREAS, Sheriff Roger Scott served his country in the
8	8	6 United States Air Force from 1965 to 1969 before he began his
9	9	7 long and distinguished career with the DeKalb County Sheriff's
10	10	8 Office; after receiving an honorable discharge from the Air
11	11	9 Force with the rank of sergeant, he started as a radio operator
12	12	10 and jailor; and
13	13	11 WHEREAS, Sheriff Scott has served as the DeKalb County
14	14	12 Sheriff since being appointed in 1985 and first elected in
15	15	13 1986; and
16	16	14 WHEREAS, Sheriff Scott created and developed dozens of
17	17	15 Sheriffs' Citizens Police Academies from 1996 to 2020; he was
18	18	16 a member of the 911 Steering Committee in 1988 and established
19	19	17 a Domestic Violence Unit in 2005; he was a founding member of
20	20	18 the DeKalb County Major Crime Unit; and
21	21	19 WHEREAS, Sheriff Scott's accomplishments as sheriff
22	22	20 include the Governor's Award for Excellence in Training in
23	23	21 1999 and the National Sheriffs' Association Presidential Award

32	32	1 for distinguished service in 2010 and serving as president of
33	33	2 the Illinois Sheriffs' Association from 2005 to 2006; and
34	34	3 WHEREAS, Sheriff Scott was born and raised in DeKalb
35	35	4 County and lives in DeKalb with his wife, Marcia, and his
36	36	5 children; they are members of the Waterman Bible Church; and
37	37	6 WHEREAS, Sheriff Scott and Marcia have raised three
38	38	7 biological children and seven adopted children and have
39	39	8 fostered almost 40 children since 1989; therefore, be it
40	40	9 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
41	41	10 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
42	42	11 REPRESENTATIVES CONCURRING HEREIN, that we designate Illinois
43	43	12 Route 23 in DeKalb from Fairview Drive to Gurler Road as the
44	44	13 "Sheriff Roger Scott Highway"; and be it further
45	45	14 RESOLVED, That the Illinois Department of Transportation
46	46	15 is requested to erect, at suitable locations consistent with
47	47	16 State and federal regulations, appropriate plaques or signs
48	48	17 giving notice of the name "Sheriff Roger Scott Highway"; and
49	49	18 be it further
50	50	19 RESOLVED, That suitable copies of this resolution be
51	51	20 presented to Sheriff Scott, the DeKalb County Sheriff's
52	52	21 Office, the DeKalb County Board, and the Secretary of the
