14	14	5 REPRESENTATIVES CONCURRING HEREIN, that there shall be
15	15	6 submitted to the electors of the State for adoption or
16	16	7 rejection at the general election next occurring at least 6
17	17	8 months after the adoption of this resolution a proposition to
18	18	9 amend Section 7 of Article III of the Illinois Constitution as
19	19	10 follows:

23	23	14 SECTION 8. PASSAGE OF BILLS
24	24	15 (a) The enacting clause of the laws of this State shall be:
25	25	16 "Be it enacted by the People of the State of Illinois,
26	26	17 represented in the General Assembly."
27	27	18 (b) The General Assembly shall enact laws only by bill.
28	28	19 Bills may originate in either house, but may be amended or
29	29	20 rejected by the other.
30	30	21 (c) No bill shall become a law without the concurrence of a
31	31	22 majority of the members elected to each house. Final passage

61	61	1 of two members, and in the House at the request of five
62	62	2 members, a record vote may be taken on any other occasion. A
63	63	3 record vote is a vote by yeas and nays entered on the journal.
64	64	4 (d) A bill shall be read by title on three different days
65	65	5 in each house. A bill and each amendment thereto shall be
66	66	6 reproduced and placed on the desk of each member before final
67	67	7 passage.
68	68	8 Bills, except bills for appropriations and for the
69	69	9 codification, revision or rearrangement of laws, shall be
70	70	10 confined to one subject. Appropriation bills shall be limited
71	71	11 to the subject of appropriations.
72	72	12 A bill expressly amending a law shall set forth completely
73	73	13 the sections amended.
74	74	14 The General Assembly shall pass a bill containing the
75	75	15 State budget and present it to the Governor before the General
76	76	16 Assembly considers any other bill.
77	77	17 The Speaker of the House of Representatives and the
78	78	18 President of the Senate shall sign each bill that passes both
79	79	19 houses to certify that the procedural requirements for passage
80	80	20 have been met.
