1313 4 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
1414 5 REPRESENTATIVES CONCURRING HEREIN, that there shall be
1515 6 submitted to the electors of the State for adoption or
1616 7 rejection at the general election next occurring at least 6
1717 8 months after the adoption of this resolution a proposition to
1818 9 amend Section 7 of Article III of the Illinois Constitution as
1919 10 follows:

2323 14 SECTION 8. PASSAGE OF BILLS
2424 15 (a) The enacting clause of the laws of this State shall be:
2525 16 "Be it enacted by the People of the State of Illinois,
2626 17 represented in the General Assembly."
2727 18 (b) The General Assembly shall enact laws only by bill.
2828 19 Bills may originate in either house, but may be amended or
2929 20 rejected by the other.
3030 21 (c) No bill shall become a law without the concurrence of a
3131 22 majority of the members elected to each house. Final passage
3232 23 of a bill shall be by record vote. In the Senate at the request

6161 1 of two members, and in the House at the request of five
6262 2 members, a record vote may be taken on any other occasion. A
6363 3 record vote is a vote by yeas and nays entered on the journal.
6464 4 (d) A bill shall be read by title on three different days
6565 5 in each house. A bill and each amendment thereto shall be
6666 6 reproduced and placed on the desk of each member before final

6868 8 Bills, except bills for appropriations and for the
6969 9 codification, revision or rearrangement of laws, shall be
7070 10 confined to one subject. Appropriation bills shall be limited
7171 11 to the subject of appropriations.
7272 12 A bill expressly amending a law shall set forth completely
7373 13 the sections amended.
7474 14 The General Assembly shall pass a bill containing the
7575 15 State budget and present it to the Governor before the General
7676 16 Assembly considers any other bill.
7777 17 The Speaker of the House of Representatives and the
7878 18 President of the Senate shall sign each bill that passes both
7979 19 houses to certify that the procedural requirements for passage
