 CONSTITUTIONAL AMENDMENT SC0007 Introduced 2/13/2025, by Sen. Andrew S. Chesney SYNOPSIS AS INTRODUCED: ILCON Art. III, Sec. 1ILCON Art. III, Sec. 9 newILCON Art. III, Sec. 10 new    Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides that every United States citizen who has attained the age of 18 or any other voting age required by the United States for voting (currently voting in State elections) and who has been a permanent resident of this State for at least 30 days next preceding any election shall have the right to vote at such election. Provides that each voter shall present photo identification to verify the voter's identity when voting in person at a polling place during early voting or on election day before being provided a ballot. Provides that each voter who votes by mail-in ballot shall enter specified information in the block provided next to the voter's signature for election officials to use in verifying the voter's identity. 3  RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
4  ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
5  REPRESENTATIVES CONCURRING HEREIN, that there shall be
6  submitted to the electors of the State for adoption or
7  rejection at the general election next occurring at least 6
8  months after the adoption of this resolution a proposition to
9  amend Section 7 of Article III of the Illinois Constitution as
10  follows:

12  SUFFRAGE AND ELECTIONS
13  (ILCON Art. III, Sec. 1)
14  SECTION 1. VOTING QUALIFICATIONS
15  Every United States citizen who has attained the age of 18
16  or any other voting age required by the United States for
17  voting in State elections and who has been a permanent
18  resident of this State for at least 30 days next preceding any
19  election shall have the right to vote at such election. The
20  General Assembly by law may establish registration
21  requirements and require permanent residence in an election
22  district not to exceed thirty days prior to an election. The
23  General Assembly by law may establish shorter residence

2  the United States.

6  SECTION 9. PHOTO IDENTIFICATION
7  Each voter shall present photo identification to verify
8  the voter's identity when voting in person at a polling place
9  during early voting or on election day before being provided a
10  ballot. To be considered valid, the photo identification shall
11  be current or expired for no more than four years. Acceptable
12  forms of identification include:
13  (1) Illinois driver's license.
14  (2) Identification card issued by the State of
15  Illinois, any other State, or the United States
16  Government.
17  (3) Employee photo identification card issued by the
18  United States government, Illinois government, or any
19  Illinois county, municipality, board, authority, or other
20  government entity.
21  (4) United States passport.
22  (5) United States military identification card.
23  (6) Student photo identification card issued by a
24  public institution of higher education.
25  (7) Tribal photo identification card.

1  (8) Illinois Firearm Owner's Identification Card.
2  (9) Other form of government-issued photo
3  identification that the General Assembly may approve.

5  SECTION 10. VOTER VERIFICATION
6  Each voter who votes by mail-in ballot shall enter one of
7  the following in the block provided next to the voter's
8  signature for election officials to use in verifying the
9  voter's identity:
10  (1) The last four digits of the voter's Illinois
11  driver's license number or Illinois identification card
12  number.
13  (2) If the voter does not possess an Illinois driver's
14  license or an Illinois identification card, the last four
15  digits of the voter's Social Security number.
16  (3) If the voter has neither an Illinois driver's
17  license, an Illinois identification card, or a Social
18  Security number, the number provided by the county clerk
19  or Board of Election Commissioners when the voter
20  registered to vote.
21  SCHEDULE
22  This Constitutional Amendment takes effect upon being
23  declared adopted in accordance with Section 7 of the Illinois
24  Constitutional Amendment Act.
