44 2 WHEREAS, On January 1, 1983, the Transmission Control
55 3 Protocol and Internet Protocol, or TCP/IP, was officially
66 4 adopted by the United States as a communication model that set
77 5 standards for how data could be transmitted between multiple
88 6 computer networks; this date is commonly recognized as the
99 7 birthday of the internet; and
1010 8 WHEREAS, In December of 1990, the World Wide Web was
1111 9 created by computer scientist Tim Berners-Lee, beginning a new
1212 10 era of information sharing and communication that has touched
1313 11 every aspect of human life and spread to every corner of the
1414 12 globe; and
1515 13 WHEREAS, Since 1990, the internet has benefited humanity
1616 14 in many ways, including increased economic development,
1717 15 increased communication between different people and cultures,
1818 16 rapid transmission of new ideas, critical news, information,
1919 17 and scientific breakthroughs, improved government services,
2020 18 and expansion of educational opportunities; and
2121 19 WHEREAS, Along with the innumerable benefits of the
2222 20 internet, this invaluable tool has also been used by many to
2323 21 bring harm, such as cyberattacks, ransomware, online threats
2424 22 and intimidation, and the spread of misinformation, along with

3333 1 great societal challenges such as increased social isolation,
3434 2 decreased time outside and in nature, decreased in-person
3535 3 interaction, and unhealthy distractions and addictions; and
3636 4 WHEREAS, Our youth today have grown up alongside rapid
3737 5 technological developments and have almost constant access to
3838 6 the internet; this access has allowed our youth to experience
3939 7 some of the great benefits of the internet but has also
4040 8 resulted in our youth being highly vulnerable to the dangerous
4141 9 and harmful aspects of the internet; and
4242 10 WHEREAS, Our youth today are exposed to online
4343 11 cyberbullying, misinformation, disturbing and psychologically
4444 12 harmful content, misinformation, increased mental health
4545 13 issues, addiction, and social isolation; these threats are
4646 14 only growing as technology and internet use rapidly expands
4747 15 and evolves in our modern technological age; and
4848 16 WHEREAS, The State has a responsibility to provide for an
4949 17 efficient system of high quality public educational
5050 18 instructions and services; in providing this high quality
5151 19 public education to all students, it is the policy of this
5252 20 State to protect all Illinois residents, in particular our
5353 21 youth, from deceptive and unsafe communications, online
5454 22 threats and cyberbullying, online extortion, identity theft,
5555 23 misinformation, and illicit activity online; and

6666 1 WHEREAS, In order to protect our youth and prepare them
6767 2 for a healthy, secure, and prosperous future, it is imperative
6868 3 that our State's elementary and secondary school system
6969 4 provide a high quality education to all students, parents, and
7070 5 educators on online safety and legal and social repercussions
7171 6 of illicit online behavior; and
7272 7 WHEREAS, Organizations such as the Illinois Judges
7373 8 Association have worked tirelessly to provide online safety
7474 9 education directly to students, parents, and educators in
7575 10 elementary and secondary schools; this education includes, but
7676 11 is not limited to, preventing and reporting incidents of
7777 12 cyberbullying, illicit activity, and unsafe behavior online
7878 13 and the legal repercussions for illicit online actions;
7979 14 therefore, be it
8080 15 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
8181 16 ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the work
8282 17 of organizations such as the Illinois Judges Association in
8383 18 educating our youth, parents, and schools about remaining safe
8484 19 and vigilant in the rapidly changing online environment of
8585 20 today and seek to expand this essential online safety
8686 21 education to all students, parents, and schools in our State;
