44 2 WHEREAS, Sudden cardiac arrest and other medical
55 3 emergencies are leading causes of death in the United States;

77 5 WHEREAS, Emergency medical situations, including cardiac

1010 8 WHEREAS, The immediate application of cardiopulmonary
1111 9 resuscitation (CPR) and first aid can significantly improve
1212 10 survival rates and outcomes according to the American Heart
1313 11 Association; and
1414 12 WHEREAS, The health, safety, and well-being of students
1515 13 are of paramount importance to the State of Illinois, making
1616 14 it important to ensure that young learners are equipped with
1717 15 life-saving skills that can make a critical difference in
1818 16 emergency situations; and
1919 17 WHEREAS, Equipping young individuals as early as
2020 18 kindergarten with age-appropriate, life-saving skills,
2121 19 including basic first aid and emergency response protocols,
2222 20 helps foster a sense of responsibility, confidence, and

3232 1 WHEREAS, Research indicates that children are capable of
3333 2 learning life-saving techniques when these skills are
3434 3 introduced in an age-appropriate and developmentally tailored
3535 4 manner; and
3636 5 WHEREAS, Studies have demonstrated that early, repeated
3737 6 education on CPR, first aid, and other life-saving skills can
3838 7 empower students to act confidently in emergencies, increasing
3939 8 the likelihood of positive outcomes for those in distress; and
4040 9 WHEREAS, Incorporating life-saving education into the
4141 10 school curriculum aligns with the State's mission to provide a
4242 11 well-rounded education that prepares students for real-world
4343 12 challenges; therefore, be it
4444 13 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
4545 14 ASSEMBLY OF THE STATE OF ILLINOIS, that we affirm the value of
4646 15 incorporating age-appropriate cardiopulmonary resuscitation
4747 16 (CPR), first aid, and life-saving skills into the curriculum
4848 17 for students from kindergarten through eighth grade; and be it
