4	4	2 WHEREAS, Sudden cardiac arrest and other medical
5	5	3 emergencies are leading causes of death in the United States;

7	7	5 WHEREAS, Emergency medical situations, including cardiac
8	8	6 arrest, choking, and severe injuries, can occur at any time;

10	10	8 WHEREAS, The immediate application of cardiopulmonary
11	11	9 resuscitation (CPR) and first aid can significantly improve
12	12	10 survival rates and outcomes according to the American Heart
13	13	11 Association; and
14	14	12 WHEREAS, The health, safety, and well-being of students
15	15	13 are of paramount importance to the State of Illinois, making
16	16	14 it important to ensure that young learners are equipped with
17	17	15 life-saving skills that can make a critical difference in
18	18	16 emergency situations; and
19	19	17 WHEREAS, Equipping young individuals as early as
20	20	18 kindergarten with age-appropriate, life-saving skills,
21	21	19 including basic first aid and emergency response protocols,
22	22	20 helps foster a sense of responsibility, confidence, and
23	23	21 preparedness; and

32	32	1 WHEREAS, Research indicates that children are capable of
33	33	2 learning life-saving techniques when these skills are
34	34	3 introduced in an age-appropriate and developmentally tailored
35	35	4 manner; and
36	36	5 WHEREAS, Studies have demonstrated that early, repeated
37	37	6 education on CPR, first aid, and other life-saving skills can
38	38	7 empower students to act confidently in emergencies, increasing
39	39	8 the likelihood of positive outcomes for those in distress; and
40	40	9 WHEREAS, Incorporating life-saving education into the
41	41	10 school curriculum aligns with the State's mission to provide a
42	42	11 well-rounded education that prepares students for real-world
43	43	12 challenges; therefore, be it
44	44	13 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
45	45	14 ASSEMBLY OF THE STATE OF ILLINOIS, that we affirm the value of
46	46	15 incorporating age-appropriate cardiopulmonary resuscitation
47	47	16 (CPR), first aid, and life-saving skills into the curriculum
48	48	17 for students from kindergarten through eighth grade; and be it

50	50	19 RESOLVED, That we recognize that collaboration with
