4	4	2 WHEREAS, The members of the Illinois Senate are saddened
5	5	3 to learn of the death of Richard E. "Dick" Helton of
6	6	4 Shelbyville, who passed away on January 7, 2025; and
7	7	5 WHEREAS, Dick Helton, the son of Vernon "Jiggs" Helton Jr.
8	8	6 and Alice Ruth (Bare) Helton, was born in Shelby County on
9	9	7 January 20, 1951; he graduated from Shelbyville High School in
10	10	8 1969, and he went on to graduate from Lake Land College and
11	11	9 Eastern Illinois University; he was a member of the Illinois
12	12	10 Army National Guard from 1969 to 1975; he married Toni Marie
13	13	11 Price in Shelbyville on June 21, 1972; and
14	14	12 WHEREAS, Over the course of his 45-year career in public
15	15	13 service, Dick Helton worked as a sanitarian for the Shelby
16	16	14 County Health Department and the Dewitt-Piatt Bi-County Health
17	17	15 Department, a city administrator for the City of Clinton, an
18	18	16 executive director for the Bloomington-Normal Area Chamber of
19	19	17 Commerce and Economic Development, and as village manager of
20	20	18 Savoy; and
21	21	19 WHEREAS, Dick Helton was a member of the First Christian
22	22	20 Church of Shelbyville; he was also a member of the Clinton
23	23	21 Rotary Club, the Savoy Rotary Club, the Illinois City
24	24	22 Managers' Association, the American City Managers'

33	33	1 Association, the Illinois Planning Association, the American
34	34	2 Planning Association, and many other organizations; and
35	35	3 WHEREAS, Dick Helton was an avid fan of the Chicago Cubs,
36	36	4 the Chicago Bears, and University of Illinois sports; and
37	37	5 WHEREAS, Dick Helton was happiest when spending time with
38	38	6 his family and friends; he loved his family, his country, and
39	39	7 his faith; and
40	40	8 WHEREAS, Dick Helton was preceded in death by his parents
41	41	9 and his brothers, Michael Vernon Helton and Stephen Franklin
42	42	10 Helton; and
43	43	11 WHEREAS, Dick Helton is survived by his wife, Toni Helton;
44	44	12 his children, Kristi Marie (Jason) Probst, Benjamin Richard
45	45	13 (Sarah) Helton, Adam Douglas (Christina) Helton, and Caroline
46	46	14 Alyse (Devin Scheidemantel) Helton; his adopted daughter,
47	47	15 Britany (James) Carver; and 11 grandchildren; therefore, be it
48	48	16 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
49	49	17 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
50	50	18 Richard E. "Dick" Helton and extend our sincere condolences to
51	51	19 his family, friends, and all who knew and loved him; and be it
