9 | 9 | | 7 January 20, 1951; he graduated from Shelbyville High School in |

10 | 10 | | 8 1969, and he went on to graduate from Lake Land College and |

11 | 11 | | 9 Eastern Illinois University; he was a member of the Illinois |

12 | 12 | | 10 Army National Guard from 1969 to 1975; he married Toni Marie |

13 | 13 | | 11 Price in Shelbyville on June 21, 1972; and |

14 | 14 | | 12 WHEREAS, Over the course of his 45-year career in public |

15 | 15 | | 13 service, Dick Helton worked as a sanitarian for the Shelby |

16 | 16 | | 14 County Health Department and the Dewitt-Piatt Bi-County Health |

17 | 17 | | 15 Department, a city administrator for the City of Clinton, an |

18 | 18 | | 16 executive director for the Bloomington-Normal Area Chamber of |

19 | 19 | | 17 Commerce and Economic Development, and as village manager of |
---|
20 | 20 | | 18 Savoy; and |

21 | 21 | | 19 WHEREAS, Dick Helton was a member of the First Christian |

22 | 22 | | 20 Church of Shelbyville; he was also a member of the Clinton |

23 | 23 | | 21 Rotary Club, the Savoy Rotary Club, the Illinois City |

24 | 24 | | 22 Managers' Association, the American City Managers' |
