3	3	1 SENATE RESOLUTION
4	4	2 WHEREAS, Lake County residents, units of government, and
5	5	3 community organizations have raised serious concerns to the
6	6	4 Illinois Department of Transportation (IDOT) over the past
7	7	5 decade regarding increased volume and speeds of traffic on
8	8	6 Casey and Almond Roads in central Lake County that pose
9	9	7 serious threats to public health and safety; and
10	10	8 WHEREAS, The current conditions on these roadways make it
11	11	9 increasingly unsafe for residents to access their properties,
12	12	10 for families with young children to let their children play
13	13	11 outside, for motorists to safely travel through and within
14	14	12 central Lake County, for bicyclists, pedestrians, and
15	15	13 equestrians to safely cross Casey Road at Lake County's
16	16	14 regional trail system's designated crossing on Casey Road, and
17	17	15 for wildlife to safely cross Casey Road; and
18	18	16 WHEREAS, Data from the Lake County Sheriff's Office
19	19	17 documents 28 vehicular crashes at the corner of Casey and
20	20	18 Almond Roads in the past 10 years, with people injured in at
21	21	19 least 10 of those crashes; and
22	22	20 WHEREAS, Data from the Lake County Sheriff's Office
23	23	21 documents 83 vehicular crashes at the corner of Almond Road
24	24	22 and IL Route 120 in the past 10 years, with people injured in

33	33	1 at least 11 of those crashes; and
34	34	2 WHEREAS, Lake County is home to more threatened and
35	35	3 endangered species than any other county in Illinois,
36	36	4 including several that reside within the multiple Illinois
37	37	5 Nature Preserves adjacent to these roadways, and additional
38	38	6 rare native wildlife, which have frequently been found dead
39	39	7 along these roadways from vehicle collisions; and
40	40	8 WHEREAS, An alarming level of vehicle crashes, injuries,
41	41	9 and wildlife collisions have made it clear that action must be
42	42	10 taken at this time with no delay; and
43	43	11 WHEREAS, Numerous organizations, units of government, and
44	44	12 residents have met with local officials on multiple occasions
45	45	13 to find solutions to this issue, and letters have been sent to
46	46	14 IDOT alerting them of these concerns and requesting that they
47	47	15 collaborate with the Lake County Division of Transportation
48	48	16 and township officials to address the public safety and
49	49	17 environmental concerns surrounding these dangerous roadways;
50	50	18 and
51	51	19 WHEREAS, Traffic calming measures are called for in the
52	52	20 Liberty Prairie Reserve Master Plan of 2013, which was created
53	53	21 by the Chicago Metropolitan Agency for Planning and adopted by
54	54	22 the Lake County Forest Preserve District and Libertyville

66	66	2 WHEREAS, Additional solutions proposed by stakeholders to
67	67	3 IDOT have included reclassification of Casey Road to a
68	68	4 designation that will allow for a reduced speed limit, a more
69	69	5 fully controlled corner at Casey and Almond Roads, and a
70	70	6 permanent closure of Almond Road at the Route 120
71	71	7 intersection; therefore, be it
72	72	8 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
73	73	9 ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Illinois
74	74	10 Department of Transportation (IDOT) to take immediate action
75	75	11 and work with stakeholders to identify and implement a
76	76	12 solution that will reduce the speed and amount of traffic and
77	77	13 potential for additional fatal accidents on Casey and Almond
78	78	14 Roads in central Lake County; and be it further
