44 2 WHEREAS, Transportation is the largest source of
55 3 greenhouse gas emissions in the State of Illinois; driving and
66 4 encouraging the use of electric vehicles, which generate no
77 5 tailpipe emissions, is an important step towards reducing air
88 6 pollution and mitigating the effects of climate change; and
99 7 WHEREAS, The State of Illinois has made significant
1010 8 strides in promoting clean energy and reducing the State's
1111 9 carbon footprint by advancing electric vehicle programs,
1212 10 developing and expanding infrastructure conducive to electric
1313 11 vehicles, and passing several key pieces of legislation that
1414 12 support the use and development of electric vehicles; and
1515 13 WHEREAS, The State of Illinois has become a leader in the
1616 14 United States in electric vehicle adoption with the Secretary
1717 15 of State's Office reporting 126,231 registered electric
1818 16 vehicles in January 2025, marking a 34.5% increase from
1919 17 January 2024, and 4,051 public charging ports; and
2020 18 WHEREAS, Illinois remains committed to promoting and
2121 19 expanding programs, such as electric vehicle programs, that
2222 20 aim to protect public health and the climate and has been able
2323 21 to honor that commitment partly in thanks to support from the
2424 22 federal government; and

3333 1 WHEREAS, On November 15, 2021, the Infrastructure
3434 2 Investment and Jobs Act (IIJA) was signed into law by
3535 3 President Biden and allocated $7.5 Billion to various programs
3636 4 to promote the adoption of electric vehicles across the
3737 5 nation; the federal government's support for electric vehicle
3838 6 programs has been instrumental in the growth of the electric
3939 7 vehicle market in Illinois; and
4040 8 WHEREAS, In January 2025, it was announced by Governor JB
4141 9 Pritzker that Illinois received the federal government's
4242 10 largest grant in the nation, totally $114 million, for the
4343 11 expansion of the State's electric vehicle charging
4444 12 infrastructure; and
4545 13 WHEREAS, The current federal administration has an
4646 14 opportunity to expand on the progress that has been made by
4747 15 maintaining and promoting policies that support research,
4848 16 development, and the implementation of electric vehicles to
4949 17 aid Illinois and the rest of the nation in meeting their
5050 18 environmental and economic goals; therefore, be it
5151 19 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
5252 20 ASSEMBLY OF THE STATE OF ILLINOIS, that we urge President
5353 21 Trump, the members of the United States Congress, and the
