| 11 | 11 | | 9 2025, becoming the fifth female youth governor in the |

| 13 | 13 | | 11 WHEREAS, Claire Gulley has been a dedicated participant in |

| 14 | 14 | | 12 the Illinois YMCA Youth and Government program for the past |

| 15 | 15 | | 13 two years, during which she has worked to promote thoughtful |

| 16 | 16 | | 14 debate, legislative innovation, and collaboration among her |

|---|
| 18 | 18 | | 16 WHEREAS, In addition to her contributions to the Illinois |
