| 4 | 4 | | 2 WHEREAS, The members of the Illinois Senate wish to |

| 5 | 5 | | 3 congratulate Rebecca L. Hooks on becoming the first woman to |

| 6 | 6 | | 4 reach the rank of first deputy director with the Illinois |

| 7 | 7 | | 5 State Police (ISP) since the agency's inception in 1922; and |

| 8 | 8 | | 6 WHEREAS, First Deputy Director Hooks, who was promoted to |
|---|
| 9 | 9 | | 7 the rank of first deputy director on December 1, 2023, has a |
|---|
| 10 | 10 | | 8 23-year tenure with ISP and presently works at the agency's |
|---|
| 11 | 11 | | 9 headquarters in downtown Springfield, serving as second in |
|---|
| 12 | 12 | | 10 command of the ISP; and |
|---|
| 13 | 13 | | 11 WHEREAS, First Deputy Director Hooks earned her Bachelor |
|---|
| 14 | 14 | | 12 of Science degree at Eastern Illinois University, majoring in |
|---|
| 15 | 15 | | 13 zoology and minoring in chemistry; she joined ISP as a member |
|---|
| 16 | 16 | | 14 of ISP Cadet Class #105 on February 24, 2002; and |
|---|
| 17 | 17 | | 15 WHEREAS, First Deputy Director Hooks began her law |
|---|
| 18 | 18 | | 16 enforcement career as a trooper assigned to ISP District 15 |
|---|
| 19 | 19 | | 17 under the Division of Operations on August 23, 2002; she |
|---|
| 20 | 20 | | 18 proceeded to serve under the Division of Forensic Services, |
|---|
| 21 | 21 | | 19 where she was assigned to Crime Scene Services (CSS) |
|---|
| 22 | 22 | | 20 Litchfield on March 1, 2006 and CSS Sterling on April 16, 2011; |

| 23 | 23 | | 21 she was then promoted to sergeant of CSS Rockford on April 27, |
|---|

| 39 | 39 | | 7 Division of Forensic Services on November 1, 2021; and |

| 40 | 40 | | 8 WHEREAS, First Deputy Director Hooks was assigned to Chief |

| 41 | 41 | | 9 of Staff to the Office of the Director of the ISP on August 1, |

| 42 | 42 | | 10 2022, and she was subsequently promoted to her current |
|---|
| 43 | 43 | | 11 position, first deputy director, on December 1, 2023; and |

| 44 | 44 | | 12 WHEREAS, First Deputy Director Hooks is a certified |
|---|
| 45 | 45 | | 13 bloodstain pattern analyst and crime scene investigator |
|---|
| 46 | 46 | | 14 through the International Association for Identification; she |
|---|
| 47 | 47 | | 15 has taught bloodstain pattern analysis courses to law |
|---|
| 48 | 48 | | 16 enforcement agencies and departments across Illinois and the |
|---|
| 49 | 49 | | 17 United States, and through ISP's partnership with the U.S. |
|---|
| 50 | 50 | | 18 Department of State, she has also taught police |
|---|
| 51 | 51 | | 19 internationally in Tbilisi and Batumi in the country of |
|---|
| 52 | 52 | | 20 Georgia; and |
|---|
| 53 | 53 | | 21 WHEREAS, During her career with ISP, First Deputy Director |

| 54 | 54 | | 22 Hooks has been awarded two Department Unit Citations, a |
