Bartels BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: This bill provides that the Indiana Guard Reserve is comprised of volunteer citizens. This bill provides that the Adjutant General may adopt policies for the guard. It requires the Adjutant General to establish certain structures, processes, and organizational controls for the guard. It repeals a provision concerning the guard serving outside Indiana. It repeals a provision regarding military forces in fresh pursuit. It repeals a provision regarding the oath of officers for guard members. This bill also provides that, if called for voluntary service, the guard must follow the rules and procedures of the Indiana National Guard and those set by the Adjutant General. It amends a provision to specify that the Adjutant General may obtain insurance for the guard under certain circumstances. It also repeals a provision regarding quarterly pay for the guard. This bill also provides that disabled veterans who are Indiana residents may receive an annual Golden Hoosier Passport without a fee. Effective Date: July 1, 2022. Explanation of State Expenditures: Adjutant General’s Office: The bill’s requirements are within the routine administrative functions of the Adjutant General’s Office and should be able to be implemented with no additional appropriations, assuming near customary agency staffing and resource levels. This bill requires the Adjutant General’s Office to have funds available to procure a group insurance policy for guard reserve members. (Previously, statute required only the Governor’s approval.) This policy would be available for guard reserve members while they are providing active voluntary service to the state. HB 1059 1 Explanation of State Revenues: Golden Hoosier Passport: This bill would reduce annual revenue to the State Parks and Reservoirs Special Revenue Fund by about $100,000 by providing the Golden Hoosier Passport free of charge to residents eligible for a Disabled Hoosier Veteran license plate. Additional Information - The Golden Hoosier Passport is a discounted annual entrance pass. Eligible individuals may purchase it for $25, which is 50% of the fee for a standard annual pass. Under current law, residents aged 65 and older, residents eligible for Social Security Disability Insurance payments, and residents eligible for a Disabled Hoosier Veteran license plate are eligible to purchase the pass for $25. There is no fee charged for residents eligible for a Prisoner of War license plate. In FY 2021, 4,387 Golden Hoosier Passports were sold to disabled Hoosier veterans.
