Garten FUNDS AFFECTED: GENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: This bill provides that the Indiana Guard Reserve is comprised of volunteer citizens. It provides that the Adjutant General may adopt policies for the guard. It requires the Adjutant General to establish certain structures, processes, and organizational controls for the guard. It repeals a provision concerning the guard serving outside Indiana. It repeals a provision regarding military forces in fresh pursuit. It repeals a provision regarding the oath of officers for guard members. It provides that, if called for voluntary service, the guard must follow the rules and procedures of the Indiana National Guard and those set by the Adjutant General. It also amends a provision to specify that the Adjutant General may obtain insurance for the guard under certain circumstances. It repeals a provision regarding quarterly pay for the guard. Effective Date: July 1, 2022. Explanation of State Expenditures: Adjutant General’s Office: The bill’s requirements are within the routine administrative functions of the Adjutant General’s Office and should be able to be implemented with no additional appropriations, assuming near customary agency staffing and resource levels. This bill requires the Adjutant General’s Office to have funds available to procure a group insurance policy for guard reserve members. (Previously, statute required only the Governor’s approval.) This policy would be available for guard reserve members while they are providing active voluntary service to the state.
