2727 A BILL FOR AN ACT to amend the Indiana Code concerning
2828 higher education and to make an appropriation.
2929 Be it enacted by the General Assembly of the State of Indiana:
3030 1 SECTION 1. IC 21-13-12 IS ADDED TO THE INDIANA CODE
3131 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE

3333 4 Chapter 12. Reservist Tuition Supplement Program
3434 5 Sec. 1. As used in this chapter, "fund" refers to the reservist
3535 6 tuition supplement program fund established by section 5 of this
3636 7 chapter.
3737 8 Sec. 2. As used in this chapter, "program" refers to the reservist
3838 9 tuition supplement program established by section 4 of this
3939 10 chapter.
4040 11 Sec. 3. As used in this chapter, "reservist" means an individual
4141 12 who serves in a reserve component of the armed forces of the
4242 13 United States.
4343 14 Sec. 4. (a) The reservist tuition supplement program is
4444 15 established to provide tuition scholarships to eligible applicants.
4545 16 The commission shall administer the program.
4646 17 (b) To be eligible for a tuition scholarship under this chapter, an

4848 1 applicant must:
4949 2 (1) be a reservist;
5050 3 (2) be a resident of Indiana;
5151 4 (3) intend to pursue or, in the case of an applicant who is
5252 5 already attending a state educational institution, be pursuing
5353 6 an associate degree or a baccalaureate degree in:
5454 7 (A) science;
5555 8 (B) technology;
5656 9 (C) engineering;
5757 10 (D) math; or
5858 11 (E) a course of study that would enable the applicant, upon
5959 12 graduation, to teach in an accredited school in Indiana;
6060 13 and
6161 14 (4) meet any other eligibility criteria established by the
6262 15 commission.
6363 16 Sec. 5. (a) The reservist tuition supplement program fund is
6464 17 established to provide tuition scholarships to eligible applicants
6565 18 under the program.
6666 19 (b) The fund shall be administered by the commission.
6767 20 (c) The fund consists of the following:
6868 21 (1) Money appropriated to the fund by the general assembly.
6969 22 (2) Donations, gifts, and money received from any other
7070 23 source, including transfers from other funds or accounts.
7171 24 (d) Money in the fund at the end of a state fiscal year does not
7272 25 revert to the state general fund but remains available to be used for
7373 26 providing money for reservist tuition supplement scholarships
7474 27 under this chapter.
7575 28 (e) Money in the fund is continually appropriated to carry out
7676 29 the purposes of the fund.
7777 30 Sec. 6. Money in the fund shall be used to provide annual tuition
7878 31 scholarships to eligible applicants in an amount that is equal to one
7979 32 (1) of the following:
8080 33 (1) If the eligible applicant does not receive other financial
8181 34 assistance specifically designated for educational costs, an
8282 35 amount equal to the cost of full tuition to attend the state
8383 36 educational institution for the academic year.
8484 37 (2) If the eligible applicant receives other financial assistance
8585 38 specifically designated for educational costs, an amount that:
8686 39 (A) is equal to the remaining balance required to attend
8787 40 the state educational institution for the academic year after
8888 41 applying the other financial assistance; and
8989 42 (B) does not exceed the amount described in subdivision

9191 1 (1).
9292 2 Sec. 7. (a) Subject to subsection (b), a scholarship awarded to an
9393 3 eligible applicant may be renewed under this chapter for a total
9494 4 scholarship award to the eligible applicant that does not exceed one
9595 5 hundred and twenty-eight (128) undergraduate credit hours.
9696 6 (b) A scholarship awarded to an individual under this chapter
9797 7 may not be renewed if the individual fails to maintain at least a
9898 8 cumulative grade point average that the state educational
9999 9 institution determines is satisfactory academic progress.
