27	27	A BILL FOR AN ACT to amend the Indiana Code concerning
28	28	higher education and to make an appropriation.
29	29	Be it enacted by the General Assembly of the State of Indiana:
30	30	1 SECTION 1. IC 21-13-12 IS ADDED TO THE INDIANA CODE
31	31	2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
32	32	3 JULY 1, 2022]:
33	33	4 Chapter 12. Reservist Tuition Supplement Program
34	34	5 Sec. 1. As used in this chapter, "fund" refers to the reservist
35	35	6 tuition supplement program fund established by section 5 of this
36	36	7 chapter.
37	37	8 Sec. 2. As used in this chapter, "program" refers to the reservist
38	38	9 tuition supplement program established by section 4 of this
39	39	10 chapter.
40	40	11 Sec. 3. As used in this chapter, "reservist" means an individual
41	41	12 who serves in a reserve component of the armed forces of the
42	42	13 United States.
43	43	14 Sec. 4. (a) The reservist tuition supplement program is
44	44	15 established to provide tuition scholarships to eligible applicants.
45	45	16 The commission shall administer the program.
46	46	17 (b) To be eligible for a tuition scholarship under this chapter, an

48	48	1 applicant must:
49	49	2 (1) be a reservist;
50	50	3 (2) be a resident of Indiana;
51	51	4 (3) intend to pursue or, in the case of an applicant who is
52	52	5 already attending a state educational institution, be pursuing
53	53	6 an associate degree or a baccalaureate degree in:
54	54	7 (A) science;
55	55	8 (B) technology;
56	56	9 (C) engineering;
57	57	10 (D) math; or
58	58	11 (E) a course of study that would enable the applicant, upon
59	59	12 graduation, to teach in an accredited school in Indiana;
60	60	13 and
61	61	14 (4) meet any other eligibility criteria established by the
62	62	15 commission.
63	63	16 Sec. 5. (a) The reservist tuition supplement program fund is
64	64	17 established to provide tuition scholarships to eligible applicants
65	65	18 under the program.
66	66	19 (b) The fund shall be administered by the commission.
67	67	20 (c) The fund consists of the following:
68	68	21 (1) Money appropriated to the fund by the general assembly.
69	69	22 (2) Donations, gifts, and money received from any other
70	70	23 source, including transfers from other funds or accounts.
71	71	24 (d) Money in the fund at the end of a state fiscal year does not
72	72	25 revert to the state general fund but remains available to be used for
73	73	26 providing money for reservist tuition supplement scholarships
74	74	27 under this chapter.
75	75	28 (e) Money in the fund is continually appropriated to carry out
76	76	29 the purposes of the fund.
77	77	30 Sec. 6. Money in the fund shall be used to provide annual tuition
78	78	31 scholarships to eligible applicants in an amount that is equal to one
79	79	32 (1) of the following:
80	80	33 (1) If the eligible applicant does not receive other financial
81	81	34 assistance specifically designated for educational costs, an
82	82	35 amount equal to the cost of full tuition to attend the state
83	83	36 educational institution for the academic year.
84	84	37 (2) If the eligible applicant receives other financial assistance
85	85	38 specifically designated for educational costs, an amount that:
86	86	39 (A) is equal to the remaining balance required to attend
87	87	40 the state educational institution for the academic year after
88	88	41 applying the other financial assistance; and
89	89	42 (B) does not exceed the amount described in subdivision

91	91	1 (1).
92	92	2 Sec. 7. (a) Subject to subsection (b), a scholarship awarded to an
93	93	3 eligible applicant may be renewed under this chapter for a total
94	94	4 scholarship award to the eligible applicant that does not exceed one
95	95	5 hundred and twenty-eight (128) undergraduate credit hours.
96	96	6 (b) A scholarship awarded to an individual under this chapter
97	97	7 may not be renewed if the individual fails to maintain at least a
98	98	8 cumulative grade point average that the state educational
99	99	9 institution determines is satisfactory academic progress.
