19 | 19 | | 5 Whereas, Mr. Ratcliffe was born to Milton and Dorothy |

20 | 20 | | 6 Ratcliffe in Indianapolis, Indiana, on September 24, 1957; |

21 | 21 | | 7 Whereas, Mr. Ratcliffe attended Indiana University in |

22 | 22 | | 8 Bloomington, graduating with a Bachelor of Science in |

23 | 23 | | 9 Criminal Justice and Correction in 1980, and he continued to |
---|
24 | 24 | | 10 pursue personal and professional development until his |
---|
25 | 25 | | 11 passing; |

26 | 26 | | 12 Whereas, Mr. Ratcliffe dedicated his life to civic engagement, |
---|
27 | 27 | | 13 human development, and community service as a retired |
---|
28 | 28 | | 14 educator, soldier, and advocate; |
---|
29 | 29 | | 15 Whereas, Mr. Ratcliffe was a second generation soldier and |
---|
30 | 30 | | 16 served in the 502nd Infantry, 101st Airborne Division, United |
---|
31 | 31 | | 17 States Army; |
---|
32 | 32 | | 18 Whereas, Mr. Ratcliffe's career in the United States Army |
---|
33 | 33 | | 19 focused on training, recruitment, and retention, where he |
---|
34 | 34 | | 20 earned notable positions, including: recruiting command |
---|
35 | 35 | | 21 company first sergeant; senior guidance counselor at the |
---|
36 | 36 | | 22 Military Entrance and Processing Station (MEPS); service |
---|
37 | 37 | | 23 school instructor; and inspector general; |

38 | 38 | | 24 Whereas, Mr. Ratcliffe served on many boards throughout his |

40 | 40 | | 1 life, including: the NAACP Greater Indianapolis Branch; |

41 | 41 | | 2 Kappa Alpha Psi; the American Legion; the Knights of St. |

43 | 43 | | 4 and Shriner; |

44 | 44 | | 5 Whereas, Mr. Ratcliffe was a supporter of, and champion for, |

45 | 45 | | 6 change on many criminal justice issues while he served as state |
---|
46 | 46 | | 7 Criminal Justice Chair for the NAACP Indiana State |

47 | 47 | | 8 Conference; |
---|
48 | 48 | | 9 Whereas, Mr. Ratcliffe advocated an end to racial profiling |
---|
49 | 49 | | 10 and the death penalty; |
---|
50 | 50 | | 11 Whereas, Mr. Ratcliffe supported efforts to fix disparity in |
---|
51 | 51 | | 12 sentencing for people of color and he advocated for legislation |
---|
52 | 52 | | 13 and policies providing restorative justice for returning citizens |
---|
53 | 53 | | 14 from the penal system; and |
---|
54 | 54 | | 15 Whereas, Mr. Ratcliffe served his country with honor and |
---|
55 | 55 | | 16 devoted his life to improving the lives of people in his |
---|
56 | 56 | | 17 community: Therefore, |

57 | 57 | | 18 Be it resolved by the House of Representatives |
---|
58 | 58 | | 19 of the General Assembly of the State of Indiana, |
---|
59 | 59 | | 20 the Senate concurring: |

60 | 60 | | 21 SECTION 1. That the Indiana House of Representatives |
---|
61 | 61 | | 22 remembers Mr. Byron David Ratcliffe, Sr., for his contributions |
---|
62 | 62 | | 23 to his community, the state of Indiana, and the United States of |
---|
63 | 63 | | 24 America as a lifelong Hoosier, soldier, educator, and advocate. |

64 | 64 | | 25 SECTION 2. That the Principal Clerk of the House of |

65 | 65 | | 26 Representatives shall transmit copies of this resolution to the |
