1515 1 A CONCURRENT RESOLUTION honoring the life of Mr.
1616 2 Byron David Ratcliffe, Sr.
1717 3 Whereas, Mr. Byron David Ratcliffe, Sr., passed away on
1818 4 September 8, 2019, at the age of 61;
1919 5 Whereas, Mr. Ratcliffe was born to Milton and Dorothy
2020 6 Ratcliffe in Indianapolis, Indiana, on September 24, 1957;
2121 7 Whereas, Mr. Ratcliffe attended Indiana University in
2222 8 Bloomington, graduating with a Bachelor of Science in
2323 9 Criminal Justice and Correction in 1980, and he continued to
2424 10 pursue personal and professional development until his
2525 11 passing;
2626 12 Whereas, Mr. Ratcliffe dedicated his life to civic engagement,
2727 13 human development, and community service as a retired
2828 14 educator, soldier, and advocate;
2929 15 Whereas, Mr. Ratcliffe was a second generation soldier and
3030 16 served in the 502nd Infantry, 101st Airborne Division, United
3131 17 States Army;
3232 18 Whereas, Mr. Ratcliffe's career in the United States Army
3333 19 focused on training, recruitment, and retention, where he
3434 20 earned notable positions, including: recruiting command
3535 21 company first sergeant; senior guidance counselor at the
3636 22 Military Entrance and Processing Station (MEPS); service
3737 23 school instructor; and inspector general;
3838 24 Whereas, Mr. Ratcliffe served on many boards throughout his

4040 1 life, including: the NAACP Greater Indianapolis Branch;
4141 2 Kappa Alpha Psi; the American Legion; the Knights of St.
4242 3 Peter Claver; and the Masonic Order as a Third Degree Mason
4343 4 and Shriner;
4444 5 Whereas, Mr. Ratcliffe was a supporter of, and champion for,
4545 6 change on many criminal justice issues while he served as state
4646 7 Criminal Justice Chair for the NAACP Indiana State
4747 8 Conference;
4848 9 Whereas, Mr. Ratcliffe advocated an end to racial profiling
4949 10 and the death penalty;
5050 11 Whereas, Mr. Ratcliffe supported efforts to fix disparity in
5151 12 sentencing for people of color and he advocated for legislation
5252 13 and policies providing restorative justice for returning citizens
5353 14 from the penal system; and
5454 15 Whereas, Mr. Ratcliffe served his country with honor and
5555 16 devoted his life to improving the lives of people in his
5656 17 community: Therefore,
5757 18 Be it resolved by the House of Representatives
5858 19 of the General Assembly of the State of Indiana,
5959 20 the Senate concurring:
6060 21 SECTION 1. That the Indiana House of Representatives
6161 22 remembers Mr. Byron David Ratcliffe, Sr., for his contributions
6262 23 to his community, the state of Indiana, and the United States of
6363 24 America as a lifelong Hoosier, soldier, educator, and advocate.
6464 25 SECTION 2. That the Principal Clerk of the House of
6565 26 Representatives shall transmit copies of this resolution to the
6666 27 office of State Representative Cherrish Pryor for distribution.
