Summary of Legislation: The bill provides that a document of educational and historical significance with
acknowledged religious history may be displayed on property owned by the state. It provides that a display
of a document may be accompanied by a statement providing its context in American history. It provides that
a document may only be displayed if the document is: (1) donated; (2) purchased with funds made available
through voluntary contributions to the Indiana Department of Administration (IDOA); or (3) reprinted from
a document donated or purchased with contributions to the IDOA. The bill also requires, upon request, the
IDOA to provide certain documents to a state office, clerk of court, judge, or legislative body.
Effective Date:  July 1, 2022.
Explanation of State Expenditures: The bill could increase the IDOA’s expenditures if they purchase
documents of educational and historical significance for display. Documents must be purchased with
voluntarily contributed funds. Upon request from a state office, clerk of court, judge, or local legislative
body, the IDOA is to prepare and distribute copies of the Mayflower Compact, the Declaration of
Independence, Articles I through VI of the Northwest Ordinance, and Washington’s Farewell Address,
subject to available funds and copies. 
Explanation of State Revenues: Donations to the state could increase to fund the displaying of documents
of educational and historical significance.
Explanation of Local Expenditures: If a court clerk, judge, or local legislative body requests and receives
a copy of an educational and historical document from the IDOA, expenditures could increase minimally to
frame and display the document and the accompanying statement providing its context.
