SENATE BILL No. 134 A BILL FOR AN ACT to amend the Indiana Code concerning state and local administration. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 4-12-1-21 IS ADDED TO THE INDIANA CODE 2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE 3 UPON PASSAGE]: Sec. 21. To ensure transparency in state and 4 local government, the following apply to appropriations of any 5 money received in the form of a donation made by a 6 nongovernmental organization to a state agency or local unit of 7 government: 8 (1) Appropriations of the money must be made in a separate 9 line item in the budget of the state or local unit of government. 10 (2) The budget line item described in subdivision (1) must 11 specify each individual state employee or local government 12 employee, whichever is applicable, whose salary is funded in 13 whole or in part from the donated money. 14 (3) The budget committee in the case of the state, or the fiscal 15 body of the local unit of government, must review each 16 expenditure of the money. 17 SECTION 2.
