Effective Date: Upon passage. Explanation of State Expenditures: This bill will increase the workload of the Budget Committee to review line item details provided by state agencies concerning staff salaries financed from private donations. Additionally, the bill would increase the workload of all state agencies to provide line item accounting for private donations in documents submitted to the Budget Committee in the biennial budgeting process. Increases in workload are expected to be accomplished within existing resource and funding levels. Explanation of State Revenues: Explanation of Local Expenditures: This bill will increase the workload of local units of government to provide line item accounting for private donations and review line item details provided by other local agencies in the budgeting process.
