21	17		1 A CONCURRENT RESOLUTION urging the Indiana
22	18		2 Department of Transportation to name the bridge crossing Blue
23	19		3 Lick Creek on US 31 near Memphis, Indiana, the "Corporal
24	20		4 Jordan L. Spears Memorial Bridge".
25	21		5 Whereas, Marine Corporal Jordan Lee Spears was the first
26	22		6 casualty of Operation Inherent Resolve in the war against the
27	23		7 Islamic State of Iraq and the Levant (ISIL);
28	24		8 Whereas, Corporal Spears was born in Sellersburg,
29	25		9 Indiana, on January 23, 1993, to Greg and Cosette Spears;
30	26		10 Whereas, Prior to graduating from Silver Creek High
31	27		11 School in 2011, Corporal Spears enlisted in the Marine Corps
32	28		12 at the age of seventeen through the Early Entry Program;
33	29		13 Whereas, Corporal Spears served as crew chief on the
34	30		14 MV-22 Osprey, a tiltrotor military aircraft with both vertical
35	31		15 takeoff and landing and short takeoff and landing capabilities;
36	32		16 Whereas, Corporal Spears was assigned to the Marine
37	33		17 Medium Tiltrotor Squadron 163, Marine Aircraft Group 16,
38	34		18 3rd Marine Aircraft Wing, I Marine Expeditionary Force,
39	35		19 Marine Corps Air Station Miramar when he conducted flight
40	36		20 operations in the North Arabian Gulf in support of Operation
41	37		21 Inherent Resolve;
42	38		22 Whereas, On October 1, 2014, Corporal Spears took off
43	39		23 from the USS Makin Island in a MV-22 Osprey on a mission to
44	40		24 retrieve Marines from Kuwait and send them to Baghdad to

46	42		1 reinforce the United States Embassy, which was under threat of
47	43		2 attack from ISIL;
48	44		3 Whereas, Shortly after takeoff, the MV-22 Osprey lost
49	45		4 power over the Arabian Gulf, and with a crash seemingly
50	46		5 imminent, Corporal Spears and the other crew chief jumped out
51	47		6 of the aircraft;
52	48		7 Whereas, Both crew chiefs left the aircraft with 60 pounds
53	49		8 of body armor into water containing nearly 5,000 pounds of jet
54	50		9 fuel that was discharged from the Osprey in an attempt to save
55	51		10 the aircraft while experiencing whiteout conditions created by
56	52		11 rotor wash;
57	53		12 Whereas, Upon landing in the water, Corporal Spears' life
58	54		13 preserver failed to automatically inflate and he failed to
59	55		14 manually inflate the preserver, eventually being lost at sea;
60	56		15 Whereas, Corporal Spears will be remembered for his
61	57		16 smile, artistic ability, love to hunt and fish, and being “loyal to
62	58		17 a fault”; and
63	59		18 Whereas, At the age of 21, Corporal Spears was the first
64	60		19 Marine supporting Operation Inherent Resolve who gave the
65	61		20 ultimate sacrifice while fighting for freedom and defending the
66	62		21 United States and the American way of life: Therefore,
67	63		22 Be it resolved by the Senate of the General Assembly
68	64		23 of the State of Indiana, the House of Representatives
69	65		24 concurring:
70	66		25 SECTION 1. That the Indiana General Assembly urges the
71	67		26 Indiana Department of Transportation to name the bridge
72	68		27 crossing Blue Lick Creek on US 31 near Memphis, Indiana, the
73	69		28 "Corporal Jordan L. Spears Memorial Bridge".
74	70		29 SECTION 2. The Secretary of the Senate is hereby directed
75	71		30 to transmit copies of this Resolution to the family of Corporal
76	72		31 Jordan Spears and the Commissioner of the Indiana Department
77	73		32 of Transportation.

80	76		Madam President: The Senate Committee on Homeland Security
81	77		and Transportation, to which was referred Senate Concurrent
82	78		Resolution No. 14, has had the same under consideration and begs
83	79		leave to report the same back to the Senate with the recommendation
84	80		that said resolution DO PASS.
