1359 Be it enacted by the General Assembly of the State of Indiana:
14-SECTION 1. IC 21-18-17.5 IS ADDED TO THE INDIANA CODE
15-AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
16-JULY 1, 2023]:
17-Chapter 17.5. Education and Career Support Services Pilot
18-Program
19-Sec. 1. As used in this chapter, "pilot program" means the
20-education and career support services pilot program established by
21-the commission under section 2 of this chapter.
22-Sec. 2. The commission may establish an education and career
23-support services pilot program to provide career and support
24-services to adult students of state educational institutions.
25-Sec. 3. (a) A state educational institution may apply to the
26-commission to participate in the pilot program.
27-(b) The commission may select three (3) state educational
28-institution campuses that are, to the extent possible, geographically
29-located in Indiana as follows:
30-(1) One (1) located in the northern one-third (1/3) of Indiana.
31-(2) One (1) located in the central one-third (1/3) of Indiana.
32-(3) One (1) located in the southern one-third (1/3) of Indiana.
33-Sec. 4. (a) The commission may provide an education and career
34-support services grant each academic year, in an amount
35-HEA 1160 — Concur 2
36-determined by the commission, to each state educational institution
37-selected under section 3 of this chapter to implement and maintain
38-the pilot program on the applicable campus of the state educational
39-institution.
40-(b) A state educational institution awarded an education and
41-career support services grant under this section may use the grant
42-only for the following:
43-(1) The cost of employing education and career support
44-coaches.
45-(2) Awarding education partnership grants to an adult
46-student who meets the requirements under section 5(b) of this
47-chapter.
48-(3) Costs associated with administering the pilot program.
49-(4) Any other support services or costs with regard to an adult
50-student that are approved by the commission.
51-However, a grant awarded to a state educational institution under
52-this section may not be used for tuition costs.
53-Sec. 5. (a) A state educational institution selected to participate
54-in the pilot program shall do the following:
55-(1) Select adult students who meet the requirements under
56-subsection (b) to participate in the pilot program.
57-(2) Employ education and career support coaches to advise,
58-counsel, and provide information to adult students
59-participating in the pilot program regarding:
60-(A) local and statewide employment opportunities;
61-(B) qualification, credentials, certifications, or degrees
62-required for the employment opportunities described in
63-clause (A);
64-(C) available transportation services, child care services,
65-and housing;
66-(D) state and federal programs that provide financial
67-support and other services;
68-(E) eligibility criteria for the programs described in clause
69-(D); and
70-(F) education partnership grants available under the pilot
71-program for the services and housing described in clause
72-(C) and any other services or costs approved by the
73-commission under section 4 of this chapter.
74-(3) Establish eligibility criteria and award education
75-partnership grants to an adult student who participates in the
76-pilot program for costs associated with:
77-(A) transportation services, child care services, and
78-HEA 1160 — Concur 3
79-housing; and
80-(B) any other support services or costs approved by the
81-commission under section 4 of this chapter.
82-(4) Determine the amount of an education partnership grant
83-awarded under subsection (b).
84-(5) Meet any other requirements to participate in the pilot
85-program as established by the commission.
86-(b) A state educational institution may select an adult student to
87-participate in the pilot program if the adult student:
88-(1) is completing:
89-(A) an associate or bachelor's degree; or
90-(B) a technical certificate;
91-at a state educational institution campus selected under
92-section 3 of this chapter;
93-(2) is a member of a household with an annual income that
94-does not exceed two hundred fifty percent (250%) of the
95-federal poverty level; and
96-(3) meets any other criteria established by the commission.
97-Sec. 6. The commission may pursue grants, from any available
98-sources, to be used for the purpose of providing funds to state
99-educational institutions to implement the pilot program under this
100-chapter.
101-Sec. 7. Not later than July 1, 2024, and not later than July 1 each
102-year thereafter, each state educational institution that participates
103-in the pilot program shall prepare and submit to the commission
104-a report that includes the following information regarding the state
105-educational institution:
106-(1) The total number of education and career support coaches
107-employed by the state educational institution during the
108-academic year.
109-(2) The total number of adult students who participated in the
110-pilot program and the demographics of the adult students
111-during the academic year.
112-(3) The number and amount of each education partnership
113-grant awarded during the academic year to adult students by
114-the state educational institution under the pilot program and
115-whether the grant was used for costs for:
116-(A) transportation;
117-(B) child care;
118-(C) housing;
119-(D) any other services or costs approved by the commission
120-under section 4 of this chapter; or
121-HEA 1160 — Concur 4
122-(E) any of the items listed in clauses (A) through (D) for
123-which the grant funds were awarded.
124-(4) A list of the credentials, certifications, or degrees that
125-adult students participating in the pilot program are
126-pursuing.
127-(5) The number of adult students who completed a credential,
128-certification, or degree described in subdivision (4).
129-(6) The total amount of the education and career support
130-services grant that the state educational institution used for
131-each of the following:
132-(A) The cost of employing education and career support
133-coaches.
134-(B) Awarding education partnership grants under the pilot
135-program.
136-(C) The costs associated with administering the pilot
137-program.
138-(7) Any recommendations regarding expanding or improving
139-the pilot program.
140-(8) Any other information required by the commission.
141-Sec. 8. (a) The commission shall annually prepare a report that
142-includes the following information:
143-(1) A summary of the information submitted by each state
144-educational institution under section 7 of this chapter.
145-(2) Recommendations regarding expanding or improving the
146-pilot program, including recommendations for expanding the
147-pilot program to every state educational institution campus.
148-(b) Not later than November 1, 2024, and not later than
149-November 1 each year thereafter, the commission shall submit the
150-report to the:
151-(1) governor; and
152-(2) legislative council;
153-in an electronic format under IC 5-14-6.
154-Sec. 9. The commission may adopt rules under IC 4-22-2 to
155-implement this chapter.
156-Sec. 10. This chapter expires July 1, 2028.
157-SECTION 2. IC 22-4.1-28 IS ADDED TO THE INDIANA CODE

160-Chapter 28. Manufacturing Workforce Training Pilot Program
161-Sec. 1. As used in this chapter, "program" refers to the
162-manufacturing workforce training pilot program established under
163-section 2 of this chapter.

165-Sec. 2. (a) Before January 1, 2024, the office of the secretary of
166-family and social services may, in consultation with the Erskine
167-Green Training Institute, and in coordination with the department,
168-establish a manufacturing workforce training pilot program to
169-provide training and other services to:
170-(1) individuals with intellectual and other developmental
171-disabilities; and
172-(2) incumbent workers who are identified to fill higher paying
173-jobs as a result of increased workforce participation by
174-individuals with intellectual and other developmental
175-disabilities.
176-(b) The Erskine Green Training Institute may administer the
177-program.
178-(c) The office of the secretary of family and social services may
179-contract with the Erskine Green Training Institute to cover the
180-costs of:
181-(1) the administration of the program; and
182-(2) any subsidized wages associated with the program.
183-(d) The program may receive:
184-(1) funding from the American Rescue Plan Act of 2021; or
185-(2) any funding available through the department.
186-(e) If established, the Erskine Green Training Institute shall
187-develop the program in consultation with:
188-(1) the office of the secretary of family and social services;
189-(2) the department;
190-(3) the Indiana economic development corporation;
191-(4) the Indiana Chamber of Commerce; and
192-(5) the Indiana Manufacturing Association.
193-(f) Before January 31, 2025, and before January 31, 2026, the
194-Erskine Green Training Institute shall prepare and submit a report
195-to the office of the secretary of family and social services and to the
196-legislative council, in an electronic format under IC 5-14-6, that
197-includes the following information for the previous calendar year:
198-(1) The total number of employers, and the geographic
199-locations of the employers, that participated in the program.
200-(2) The total number of incumbent manufacturing workers
201-who received skills training to qualify for a higher paying job,
202-including geographic locations, and the previous and new
203-wages for those workers.
204-(3) The total number of people with intellectual and other
205-developmental disabilities who participated in the program,
206-and the geographic locations and wages for those workers.

208-(4) The cost of administering the program.
209-Sec. 3. Subject to any federal requirements, the office of the
210-secretary of family and social services may, in coordination with
211-the department, provide the following services for an individual
212-who participates in the program:
213-(1) Provide job readiness workshops and services.
214-(2) Reimburse an employer who hires an individual described
215-in section 2(a)(1) of this chapter for up to one hundred
216-percent (100%) of the first month of wages paid to the
217-individual.
218-(3) Reimburse an employer who hires an individual described
219-in section 2(a)(1) of this chapter for up to fifty percent (50%)
220-of the second through sixth months of wages paid to the
221-individual.
222-Sec. 4. The department, in coordination with the office of the
223-secretary of family and social services, may use funds allocated to
224-the next level jobs employer training grant program under
225-IC 22-4.1-26-4, and may use other available funds identified by the
226-department or the office of the secretary of family and social
227-services, to reimburse employers for the costs of:
228-(1) training; and
229-(2) onboarding workers described in section 2(a)(1) of this
230-chapter.
231-Sec. 5. This chapter expires June 30, 2026.
232-SECTION 3. [EFFECTIVE UPON PASSAGE] (a) Not later than

278+31 SECTION 3. [EFFECTIVE UPON PASSAGE] (a) Not later than
279+32 ninety (90) days after the effective date of this act, the family and
280+33 social services administration shall amend the administrative rules
281+34 of the family and social services administration in conformance
282+35 with this act. The family and social services administration may
283+36 adopt emergency rules under IC 4-22-2-37.1 to carry out this
284+37 subsection.
285+38 (b) This SECTION expires December 31, 2023.
286+39 SECTION 4. An emergency is declared for this act.

387+(3) the Indiana economic development corporation;
388+(4) the Indiana Chamber of Commerce; and
389+(5) the Indiana Manufacturing Association.
390+(f) Before January 31, 2025, and each year thereafter that the
391+program is in existence, the Erskine Green Training Institute shall
392+prepare and submit a report to the office of the secretary of family
393+and social services and to the legislative council, in an electronic
394+format under IC 5-14-6, that includes the following information for
395+the previous calendar year:
396+(1) The total number of employers, and the geographic
397+locations of the employers, that participated in the program.
398+(2) The total number of incumbent workers that skilled up to
399+a higher paying job, including geographic location, and the
400+new pay for those workers.
401+(3) The total number of unemployed or underemployed
402+workers who participated in the program, and the geographic
403+locations and wages of the workers.
404+(4) The total amount of TANF dollars used to help new
405+workers enter the job market.
406+(5) The cost of administering the program.".
