Citations Affected:  Article 1 of the Constitution of the State of
Indiana.
Synopsis:  Right to unionize. Provides that persons in private
employment have the right to organize and bargain collectively.
Provides that persons in public employment have the right to: (1)
organize; and (2) present to and make known to the State, or any of its
political subdivisions or agencies, their grievances and proposals;
through representatives of their own choosing.
Effective:  This proposed amendment must be agreed to by two
consecutive general assemblies and ratified by a majority of the state's
voters voting on the question to be effective.

RESOLUTION  No. 3
A JOINT RESOLUTION proposing an amendment to Article 1 of
the Constitution of the State of Indiana by adding a new Section
concerning the bill of rights.
Be it resolved by the General Assembly of the State of Indiana:
1 SECTION 1. The following amendment to the Constitution of the
2 State of Indiana is proposed and agreed to by this, the One Hundred
3 Twenty-Third General Assembly of the State of Indiana, and is referred
4 to the next General Assembly for reconsideration and agreement.
5 SECTION 2. ARTICLE 1 OF THE CONSTITUTION OF THE
6 STATE OF INDIANA IS AMENDED BY ADDING A NEW
7 SECTION TO READ AS FOLLOWS: Section 40. (a) Persons in
8 private employment shall have the right to organize and bargain
9 collectively.
10 (b) Persons in public employment shall have the right to:
11 (1) organize; and
12 (2) present to and make known to the State, or any of its
