Synopsis:  Medicaid coverage for pregnancy services. Requires
Medicaid pregnancy services to include reimbursement for: (1)
delivery services provided in a birthing center; and (2) a home birth
performed by a physician or certified nurse midwife.
Effective:  July 1, 2024.

HOUSE BILL No. 1028
A BILL FOR AN ACT to amend the Indiana Code concerning
human services.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 12-15-5-7, AS ADDED BY P.L.35-2019,
2 SECTION 1, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2024]: Sec. 7. (a) Pregnancy services provided under this
4 article:
5 (1) may include reimbursement for doula services; and
6 (2) must include reimbursement for:
7 (A) delivery services provided in a birthing center (as
8 defined in IC 16-18-2-36.5); and
9 (B) a home birth performed by a physician licensed under
10 IC 25-22.5 or a certified nurse midwife.
11 (b) The office may apply for any state plan amendment or waiver
12 necessary to implement this section.
13 (c) The office may adopt rules under IC 4-22-2 to implement this
14 section.
