Summary of Legislation: This bill establishes the High School Curriculum Reform Committee. The bill
requires each school corporation, charter school, and state accredited nonpublic elementary school to include
cursive writing in its curriculum.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: This bill establishes the High School Curriculum Reform Committee
in FY 2025, consisting of nine legislators. The committee will meet three times per calendar year to study
high school curriculum reform. The committee is to operate under the policies governing study committees
adopted by the Legislative Council. Legislative Council resolutions in the past have established budgets for
interim study committees in the amount of $13,500 per interim for committees with fewer than 16 members.
Explanation of State Revenues: 
Explanation of Local Expenditures: Currently, school corporations may offer cursive as an optional subject
area. Beginning in FY 2025, this bill requires cursive to be included in an elementary school's curriculum.
This may cause schools not already offering cursive to adjust the amount of time spent on other areas of
instruction. A short-term workload increase is also likely as schools that are not currently teaching cursive
writing adjust curricula in order to meet the requirements of this bill. These requirements are within a public
school’s routine administrative functions and should be able to be implemented with no additional
appropriations, assuming near customary staffing and resource levels.
