7	7	Synopsis: School grants for lead testing and remediation. Establishes
8	8	the school lead testing and remediation grant program (program).
9	9	Establishes the school lead testing and remediation grant fund for the
10	10	purpose of making grants to public school corporations to perform lead
11	11	testing and remediation in schools. Requires the Indiana department of
12	12	health (department) to administer the program. Provides that a public
13	13	school corporation seeking a grant under the program must submit a
14	14	proposal to the department in a manner prescribed by the department.
15	15	Provides that the department, upon receiving a proposal from a public
16	16	school corporation, shall either approve or reject the proposal. Provides
17	17	that the department, upon the approval of a proposal from a public
18	18	school corporation, shall make the grant to the public school
19	19	corporation in a time and manner determined by the department.

35	35	A BILL FOR AN ACT to amend the Indiana Code concerning
36	36	health.
37	37	Be it enacted by the General Assembly of the State of Indiana:
38	38	1 SECTION 1. IC 16-46-18 IS ADDED TO THE INDIANA CODE
39	39	2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
40	40	3 JULY 1, 2024]:
41	41	4 Chapter 18. School Lead Testing and Remediation Grant
42	42	5 Program
43	43	6 Sec. 1. For purposes of this chapter, "public school corporation"
44	44	7 has the meaning set forth in IC 4-4-38.5-6.2.
45	45	8 Sec. 2. The school lead testing and remediation grant program
46	46	9 is established. The state department shall administer the program.
47	47	10 Sec. 3. (a) The school lead testing and remediation grant fund is
48	48	11 established for the purpose of making grants to public school
49	49	12 corporations to perform lead testing and remediation in schools.
50	50	13 The state department shall administer the fund.
51	51	14 (b) The fund consists of:
52	52	15 (1) money appropriated to the fund by the general assembly;
53	53	16 (2) money received from state or federal grants or programs;
54	54	17 and

56	56	1 (3) gifts, money, and donations received from any other
57	57	2 source, including transfers from other funds or accounts.
58	58	3 (c) The expenses of administering the fund shall be paid from
59	59	4 money in the fund.
60	60	5 (d) The treasurer of state shall invest the money in the fund not
61	61	6 currently needed to meet the obligations of the fund in the same
62	62	7 manner as other public money may be invested. Interest that
63	63	8 accrues from the investments shall be deposited in the fund.
64	64	9 (e) Money in the fund at the end of a state fiscal year does not
65	65	10 revert to the state general fund.
66	66	11 Sec. 4. (a) A public school corporation seeking a grant under
67	67	12 this chapter must submit a proposal to the state department in a
68	68	13 manner prescribed by the state department.
69	69	14 (b) The state department, upon receiving a proposal from a
70	70	15 public school corporation, shall either approve or reject the
71	71	16 proposal.
72	72	17 (c) The state department, upon the approval of a proposal from
73	73	18 a public school corporation, shall make the grant to the public
74	74	19 school corporation in a time and manner determined by the state
75	75	20 department.
76	76	21 Sec. 5. The state department may adopt necessary rules under
77	77	22 IC 4-22-2 to implement this chapter.
