Summary of Legislation: This bill establishes a process for a county executive and a county attorney to
review and advise on a contract before it is executed by a county sheriff.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: 
Explanation of State Revenues: 
Explanation of Local Expenditures: The bill increases the workload for a county executive and a county
attorney to review and advise on a contract for a county jail that is for operations or public safety and for the
county executive to hold a public meeting on the contract. In addition, the county executive may pass an
ordinance for the process not to apply to a county sheriff. The bill’s requirements are within the county’s
routine administrative functions and should be able to be implemented with no additional appropriations,
assuming near customary county staffing and resource levels.
