Summary of Legislation: This bill repeals the chapter in the Indiana Code authorizing the legislative body
of a first class city to establish a special assessment district known as an economic enhancement district
(EED).
Effective Date:  Upon passage.

Explanation of Local Revenues: Under this bill, the Indianapolis/Marion County City-County Council
(council) would no longer have the authority to create an EED and would not receive any revenue that could
otherwise be generated in a district. Additionally, the bill abolishes any EED established before passage of
the bill.
Additional Information: Under current law, the council may create an EED within the downtown mile square.
If created, the EED will have an eight member board that will be able to place special benefits assessments
on real property within the EED to pay for economic enhancement projects.
