Bartels BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: The bill allows a registered architect or professional engineer to take an examination to be licensed as a plumbing contractor or journeyman plumber. Effective Date: July 1, 2024. Explanation of State Expenditures: The Professional Licensing Agency (PLA) would have an additional administrative workload to provide for professional engineers and architects taking the license examination for plumbers. The PLA may need to send electronic updates to license holders of the respective professions and update the PLA website. If rules would need to be amended to include registered architects or professional engineers to sit for the plumbing contractor or journeyman examination, the rules could be adopted by the respective board (likely the Plumbing Commission) within the board’s normally scheduled meetings. Explanation of State Revenues: Typically, persons wishing to take the examination must first apply for the license. State revenues from licensing fees for plumbers may increase slightly as a result of the bill. However, any increase would likely be small. A contractor plumber license fee is $100 per biennium and the journeyman plumber license fee is $30 per biennium. Additional Information: Testing fees are $100 for the Contractor exam and $75 for the Journeyman exam, which are paid directly to the private testing vendor currently being used.
