Summary of Legislation: This bill defines "military student". It provides that the parent or guardian of a
military student may request a transfer from a school corporation in which the military student has a legal
settlement to another school corporation. The bill provides that a request to transfer must be made under
certain conditions. It also requires a school corporation to approve a transfer request from a military student.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: The bill directs the Secretary of Education to develop forms specific
to the transfer of military students. This constitutes a small, one-time workload increase that is within the
Department of Education’s routine administrative functions and should be able to be implemented with no
additional appropriations, assuming near customary agency staffing and resource levels.
Explanation of State Revenues: 
Explanation of Local Expenditures: Summary: Under provisions of this bill, schools will be required to
authorize military students to transfer into and out of their systems so long as the request to do so is made
within established timelines. Schools are also required to assist students in the transfer process. These
provisions will lead to a slight increase in workload in affected schools and may shift state tuition support
revenue tied to student counts, but the overall impact on any given school is expected to be small. The bill’s
requirements are within each school’s routine administrative functions and should be able to be implemented
with no additional appropriations, assuming near customary agency staffing and resource levels.
Additional Information: Approximately 2,200 students per year  will be eligible to transfer under provisions
HB 1241	1 of this bill, and only a fraction of them will actually do so in a given year. While there are some
concentrations of eligible students around military installations, many eligible students will be affiliated with
Active Guard and Reserve or recruiting personnel who are distributed fairly evenly around the state.
