Summary of Legislation: The bill requires a state employee health plan, a policy of accident and sickness
insurance, and a health maintenance organization contract to provide coverage for scalp cooling items for
certain individuals.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: State Employee Health Plan: The bill could result in increased costs
for the state employee health plan. Any resulting increase in plan premiums may be mitigated with
adjustments to other benefits or to employee compensation packages, or through the division of premium
costs between the state and state employees. [This fiscal note may be updated when additional information
is received from State Personnel Department (SPD).]
Additional Information: When undergoing chemotherapy, a common side effect is hair loss. In an effort to
limit hair loss, scalp cooling items can be used. There are two types of scalp cooling items - cold caps and
scalp cooling systems.
Cold caps cost between $250 to $500 per month not including shipping costs. A refundable security deposit
may be charged prior to receiving a cold cap. Scalp cooling systems cost between $1,500 to $2,400 for a full
course of chemotherapy. Additional charges can be incurred if a center charges a facility fee for each time
the scalp cooling system is used during a chemotherapy infusion.
