2727 A BILL FOR AN ACT to amend the Indiana Code concerning
2828 taxation and to make an appropriation.
2929 Be it enacted by the General Assembly of the State of Indiana:
3030 1 SECTION 1. IC 6-1.1-51 IS ADDED TO THE INDIANA CODE

3333 4 Chapter 51. Supplemental Homestead Credit
3434 5 Sec. 1. (a) For property taxes first due and payable in 2024, and
3535 6 for property taxes first due and payable in each calendar year
3636 7 thereafter, an individual who is entitled to a standard deduction
3737 8 from the assessed value of property under IC 6-1.1-12-37 is also
3838 9 entitled to a supplemental homestead credit against the individual's
3939 10 property tax liability for the assessed value of the homestead to
4040 11 which the standard deduction applies after the application of the
4141 12 standard deduction and any other deduction, exemption, or credit
4242 13 for which the individual is eligible under IC 6-1.1.
4343 14 (b) An individual is not required to file an application for the
4444 15 supplemental homestead credit under this chapter.
4545 16 Sec. 2. The amount of the supplemental homestead credit to
4646 17 which an individual is entitled under this chapter is two hundred

4848 1 dollars ($200).
4949 2 Sec. 3. Before April 1, 2024, and each April 1 thereafter, the
5050 3 county auditor shall determine each individual in the county who
5151 4 is entitled to the supplemental homestead credit under this chapter.
5252 5 Sec. 4. The county auditor shall determine the:
5353 6 (1) number of individuals identified under section 3 of this
5454 7 chapter; and
5555 8 (2) total amount of supplemental homestead credits allowed
5656 9 in the county;
5757 10 for property taxes first due and payable in the particular calendar
5858 11 year.
5959 12 Sec. 5. The county auditor shall certify to the department of
6060 13 local government finance and the state comptroller the total
6161 14 amount of supplemental homestead credits allowed in the county
6262 15 for the calendar year in a manner prescribed by the department of
6363 16 local government finance.
6464 17 Sec. 6. The state comptroller shall issue a warrant to the
6565 18 treasurer of state ordering the distribution from the state general
6666 19 fund to the county treasurer of each county an amount equal to the
6767 20 total amount of supplemental homestead credits for the county.
6868 21 Sec. 7. The county auditor shall apply the supplemental
6969 22 homestead credit equally to each installment of property taxes that
7070 23 each eligible individual pays for the homestead property.
7171 24 Sec. 8. There is appropriated from the state general fund a
7272 25 sufficient amount in each state fiscal year to carry out the
7373 26 provisions of this chapter.
7474 27 SECTION 2. An emergency is declared for this act.
