FISCAL IMPACT STATEMENT
LS 7053	NOTE PREPARED: Jan 8, 2024
BILL NUMBER: HB 1384	BILL AMENDED:
SUBJECT: Hunting Licenses for Disabled Veterans.
FIRST AUTHOR: Rep. Fleming	BILL STATUS: As Introduced
FIRST SPONSOR:
FUNDS AFFECTED: GENERAL	IMPACT: State
XDEDICATED
FEDERAL
Summary of Legislation: The bill creates a new disabled veteran (DAV) hunting license bundle that
includes a discounted yearly deer hunting license and turkey hunting license.
Effective Date: July 1, 2025.
Explanation of State Expenditures:
Explanation of State Revenues: Beginning in FY 2026, the bill could reduce revenue to the Fish and
Wildlife Fund by an indeterminate amount. The bill creates a new DAV deer and turkey license bundle for
$80. The new license would be a bundle of the deer license bundle ($91), the spring turkey ($32), and fall
turkey ($32) licenses. A DAV hunter who currently purchases the deer license bundle, or the deer license
bundle with one or both turkey licenses could spend $11 to $75 less on the new bundle. Conversely, a DAV
hunter who currently purchases only a single deer license and/or turkey license may choose to spend an
additional $9 to $48 for the additional discounted hunting options.
Individuals who currently qualify for a DAV annual license or 10-year license to fish, hunt (small game), or
the hunt/fish combo would qualify for the new DAV deer and turkey license bundle. About 10,000
individuals purchase the DAV hunt or hunt/fish combo licenses. The number of these individuals who also
purchase deer and/or turkey licenses is not known. Additionally, the number of DAV-eligible individuals
who do not purchase DAV licenses, and only purchase deer and/or turkey licenses is not known.
Additional Information: The 10,000 estimated eligible individuals is derived from the number of DAV annual
hunt and hunt/fish combo licenses sold for the 2022 hunting season, plus the number of DAV 10-year hunt
HB 1384	1 and hunt/fish combo licenses sold for the 2013 through 2022 hunting seasons, as shown in the table. The
table also includes information on the number and types of deer, turkey, and hunting licenses sold.
2022 Hunting Season: Current License Fees and Number of Licenses Sold
Category	License Type	Fee Number Sold
Deer
Bundle	$91 73,330
Archery, Firearm, Muzzleloader, or Special Antlerless Season $39 64,583

Hunt	$20 21,303
Hunt/Fish	$32 73,959
DAV Annual

Hunt	$2.75 47
Hunt/Fish	$2.75 742
DAV 10-yearHunt (2013-2022 hunting seasons)	$27.50 173
Hunt/Fish (2013-2022 hunting seasons)	$27.50 8,753
Numbers include apprentice licenses. Individual deer license numbers also include military/refuge and deer reduction zone.
Data from national hunting surveys show that overlap exists between individuals that hunt large game (which
includes deer and wild turkey) and also hunt small game, migratory birds, and other animals. However, the
data are not detailed enough to estimate the number and type of other licenses purchased by DAV license
holders.
