Synopsis:  Use of hemp products in animal feed. Provides, for
purposes of the commercial feed law, that the definition of
"commercial feed" includes hemp or a substance derived from hemp
added for use as feed or for mixing in feed for a pet, specialty pet,
horse, or animal that will not be sold for human consumption. Defines
"hemp" for purposes of the commercial feed law. 
Effective:  July 1, 2024.

HOUSE BILL No. 1419
A BILL FOR AN ACT to amend the Indiana Code concerning
agriculture and animals.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 15-19-7-2, AS AMENDED BY P.L.99-2012,
2 SECTION 21, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2024]: Sec. 2. (a) As used in this chapter, "commercial feed"
4 means all materials, or combinations of materials, that are distributed
5 or intended for distribution for use as feed or for mixing in feed for
6 animals, except as exempted in this section. The term includes the
7 hemp or a substance derived from hemp added for use as feed or
8 for mixing in feed for any of the following:
9 (1) A pet.
10 (2) A specialty pet.
11 (3) A horse.
12 (4) An animal that will not be sold for human consumption.
13 (b) The term does not include the following unless labeled with
14 nutritional claims or adulterated within the meaning of section 29(1) of
15 this chapter:
16 (1) Unmixed whole seeds.
17 (2) Unmixed, physically altered whole seeds that have not been

1 chemically altered.
2 (3) Commodities, compounds, or substances excluded by rules
3 adopted by the state chemist under IC 4-22-2 in accordance with
4 section 34 of this chapter.
5 SECTION 2. IC 15-19-7-7.3 IS ADDED TO THE INDIANA CODE
6 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
7 1, 2024]: Sec. 7.3. As used in this chapter, "hemp" has the meaning
8 set forth in IC 15-15-13-6.
