2929 A BILL FOR AN ACT to amend the Indiana Code concerning
3030 agriculture and animals.
3131 Be it enacted by the General Assembly of the State of Indiana:
3232 1 SECTION 1. IC 15-19-7-2, AS AMENDED BY P.L.99-2012,
3333 2 SECTION 21, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3434 3 JULY 1, 2024]: Sec. 2. (a) As used in this chapter, "commercial feed"
3535 4 means all materials, or combinations of materials, that are distributed
3636 5 or intended for distribution for use as feed or for mixing in feed for
3737 6 animals, except as exempted in this section. The term includes the
3838 7 hemp or a substance derived from hemp added for use as feed or
3939 8 for mixing in feed for any of the following:
4040 9 (1) A pet.
4141 10 (2) A specialty pet.
4242 11 (3) A horse.
4343 12 (4) An animal that will not be sold for human consumption.
4444 13 (b) The term does not include the following unless labeled with
4545 14 nutritional claims or adulterated within the meaning of section 29(1) of
4646 15 this chapter:
4747 16 (1) Unmixed whole seeds.
4848 17 (2) Unmixed, physically altered whole seeds that have not been

5151 2 (3) Commodities, compounds, or substances excluded by rules
5252 3 adopted by the state chemist under IC 4-22-2 in accordance with
