1 A CONCURRENT RESOLUTION congratulating Dylan
2 Maxwell for winning the IHSAA 2023 Football State Mental
3 Attitude Award.
4 Whereas, Senior Dylan Maxwell of the East Central High
5 School Trojans football team was awarded the IHSAA 2023
6 Football State Mental Attitude Award;
7 Whereas, Dylan was nominated by his coaches, principal, and
8 the athletic staff;
9 Whereas, In order for students to qualify for nomination, they
10 must meet the following criteria: excel in mental attitude,
11 athletic ability, scholarship, and leadership during their four
12 years in high school; be a state finalist participant in the sport
13 nominated; be selected by members of the IHSAA Executive
14 Committee; and meet minimum academic requirements of an
15 SAT score of 1000 (verbal and math scores only), an ACT score
16 of 21, or be ranked in the top 25 percent of their class;
17 Whereas, Dylan is known for being both a passionate and
18 determined leader in both sports and academics, showing
19 success with both. He currently has a cumulative GPA of 4.158;
20 is ranked 15th in a class size of 307 seniors; is a member of the
21 National Honor Society; has received 30 college credits; and
22 has made Exemplary Honor Roll every quarter since he was in
23 sixth grade. As an athlete, Dylan gained 45 carries for 714
24 yards for an average of 15.9 yards per carry on offense, with 78
25 tackles on defense, during the 2023 football season, and he will
26 move on to play basketball in the winter, where he has already
27 lettered twice, was named captain during the 2022-23 season,

1 and has been awarded the Most Valuable Player Award, Most
2 Rebounds Award, and Most Assists Award;
3 Whereas, Outside academics and athletics, Dylan is currently
4 a manager with the East Central Trojan Exchange, which is a
5 student-run business program that provides students with an
6 array of actual business experience while in high school, and
7 he is an active volunteer in the community, volunteering with
8 All Saints Parish, the North Dearborn Food Pantry, and youth
9 athletic camps held by East Central;
10 Whereas, Dylan has previously won the Burlsworth
11 Character Award, St. Elizabeth Healthcare Student Athlete of
12 the Week, and the Willoughby Supply/Harrison Premier Fitness
13 Big Stick of the Week, and he has also been nominated for the
14 Indianapolis Colts Academic All-Star Team;
15 Whereas, Dylan plans to study economics or another area of
16 business in college and is exploring options at Purdue
17 University, the University of Louisville, the University of
18 Cincinnati, and Indiana University; and
19 Whereas, Dylan is very deserving of the IHSAA Mental
20 Attitude Award due to his work ethic that shows in his
21 academic, athletic, and volunteer performances, which is
22 indicative of his passion, determination, and strong character:
23 Therefore,
24 Be it resolved by the House of Representatives
25 of the General Assembly of the State of Indiana,
26 the Senate concurring:
27 SECTION 1. That the Indiana General Assembly
28 congratulates Dylan Maxwell for winning the IHSAA 2023
29 Football State Mental Attitude Award.
30 SECTION 2. That the Principal Clerk of the House of
31 Representatives shall transmit copies of this resolution to the
32 State Representative Randy Lyness for distribution.
