1616 1 A CONCURRENT RESOLUTION congratulating Dylan
1717 2 Maxwell for winning the IHSAA 2023 Football State Mental
1818 3 Attitude Award.
1919 4 Whereas, Senior Dylan Maxwell of the East Central High
2020 5 School Trojans football team was awarded the IHSAA 2023
2121 6 Football State Mental Attitude Award;
2222 7 Whereas, Dylan was nominated by his coaches, principal, and
2323 8 the athletic staff;
2424 9 Whereas, In order for students to qualify for nomination, they
2525 10 must meet the following criteria: excel in mental attitude,
2626 11 athletic ability, scholarship, and leadership during their four
2727 12 years in high school; be a state finalist participant in the sport
2828 13 nominated; be selected by members of the IHSAA Executive
2929 14 Committee; and meet minimum academic requirements of an
3030 15 SAT score of 1000 (verbal and math scores only), an ACT score
3131 16 of 21, or be ranked in the top 25 percent of their class;
3232 17 Whereas, Dylan is known for being both a passionate and
3333 18 determined leader in both sports and academics, showing
3434 19 success with both. He currently has a cumulative GPA of 4.158;
3535 20 is ranked 15th in a class size of 307 seniors; is a member of the
3636 21 National Honor Society; has received 30 college credits; and
3737 22 has made Exemplary Honor Roll every quarter since he was in
3838 23 sixth grade. As an athlete, Dylan gained 45 carries for 714
3939 24 yards for an average of 15.9 yards per carry on offense, with 78
4040 25 tackles on defense, during the 2023 football season, and he will
4141 26 move on to play basketball in the winter, where he has already
4242 27 lettered twice, was named captain during the 2022-23 season,

4444 1 and has been awarded the Most Valuable Player Award, Most
4545 2 Rebounds Award, and Most Assists Award;
4646 3 Whereas, Outside academics and athletics, Dylan is currently
4747 4 a manager with the East Central Trojan Exchange, which is a
4848 5 student-run business program that provides students with an
4949 6 array of actual business experience while in high school, and
5050 7 he is an active volunteer in the community, volunteering with
5151 8 All Saints Parish, the North Dearborn Food Pantry, and youth
5252 9 athletic camps held by East Central;
5353 10 Whereas, Dylan has previously won the Burlsworth
5454 11 Character Award, St. Elizabeth Healthcare Student Athlete of
5555 12 the Week, and the Willoughby Supply/Harrison Premier Fitness
5656 13 Big Stick of the Week, and he has also been nominated for the
5757 14 Indianapolis Colts Academic All-Star Team;
5858 15 Whereas, Dylan plans to study economics or another area of
5959 16 business in college and is exploring options at Purdue
6060 17 University, the University of Louisville, the University of
6161 18 Cincinnati, and Indiana University; and
6262 19 Whereas, Dylan is very deserving of the IHSAA Mental
6363 20 Attitude Award due to his work ethic that shows in his
6464 21 academic, athletic, and volunteer performances, which is
6565 22 indicative of his passion, determination, and strong character:
6666 23 Therefore,
6767 24 Be it resolved by the House of Representatives
6868 25 of the General Assembly of the State of Indiana,
6969 26 the Senate concurring:
7070 27 SECTION 1. That the Indiana General Assembly
7171 28 congratulates Dylan Maxwell for winning the IHSAA 2023
7272 29 Football State Mental Attitude Award.
7373 30 SECTION 2. That the Principal Clerk of the House of
7474 31 Representatives shall transmit copies of this resolution to the
7575 32 State Representative Randy Lyness for distribution.
