1717 1 A CONCURRENT RESOLUTION recognizing Monroe
1818 2 Gray, Jr.
1919 3 Whereas, Monroe Gray, Jr., has the distinguished record of
2020 4 being the longest serving city-county councillor for the City of
2121 5 Indianapolis;
2222 6 Whereas, He was first elected as the councillor for District 8
2323 7 in 1992 and served for 32 years and across five different
2424 8 mayoral administrations;
2525 9 Whereas, Along with being a councillor, he served in the U.S.
2626 10 Army from 1965 to 1967 and was a member of the Indianapolis
2727 11 Fire Department (IFD) for 35 years after first being hired in
2828 12 October of 1972;
2929 13 Whereas, During his IFD career, he first worked as an
3030 14 engineer, was promoted to lieutenant, then captain, and ended
3131 15 his career as division chief working at the IFD headquarters,
3232 16 retiring in 2007;
3333 17 Whereas, Monroe Gray, Jr., helped create the Indianapolis
3434 18 Black Firefighters' Association (IBFA), which seeks to develop
3535 19 IFD career opportunities representing inclusiveness, equality,
3636 20 and diversity within the department, and he was elected as its
3737 21 first president, serving for several years;
3838 22 Whereas, Monroe Gray, Jr., was a deeply involved member
3939 23 of the community, serving as a member or on the boards of
4040 24 many organizations such as the Marion County Democratic
4141 25 Club, Washington Township Democratic Club, Pike Township

4343 1 Democratic Club, United Northwest Development Association,
4444 2 Flanner House, Planners Neighborhood Organization,
4545 3 Concerned Clergy of Indianapolis, Local 416 International
4646 4 Firefighters, and Tillman H. Harpole American Legion Post

4848 6 Whereas, He was a member of organizations such as 100
4949 7 Black Men of Indianapolis, Marion County Black Elected
5050 8 Officials, and the Glenn Howard Junior Golf Program;
5151 9 Whereas, He is an avid golfer and maintains the skill to play
5252 10 competively;
5353 11 Whereas, He is married to his wife, Teresa Cross Gray, with
5454 12 whom he has two children, Kevin and Courtney, and three
5555 13 grandchildren, Jordan, Julian, and Victoria;
5656 14 Whereas, In 2019, Fire Station No. 31 was renamed the
5757 15 "Monroe Gray, Jr. IBFA Headquarters" in his honor; and
5858 16 Whereas, Monroe Gray, Jr., has been a strong advocate for
5959 17 his community and an outspoken leader to ensure equality and
6060 18 justice: Therefore,
6161 19 Be it resolved by the House of Representatives
6262 20 of the General Assembly of the State of Indiana,
6363 21 the Senate concurring:
6464 22 SECTION 1. That the Indiana General Assembly recognizes
6565 23 Monroe Gray, Jr., for serving his community of District 8 on
6666 24 the Indianapolis City-County Council for 32 years.
6767 25 SECTION 2. That the Principal Clerk of the House of
6868 26 Representatives shall transmit a copy of this resolution to State
6969 27 Representative Cherrish Pryor for distribution.
