*HR1512* Introduced Version HOUSE RESOLUTION No. ___ Introduced by: Manning ____________________________________ 1 A HOUSE RESOLUTION urging the United States 2 Congress to take such actions as are necessary to enact a policy 3 that supports United States businesses and workers while 4 penalizing global polluters. 5 Whereas, Chinese government-owned industry is an arm of 6 the Communist Party and strives to increase its influence over 7 the global economy by pursuing predatory, unfair trade 8 practices designed to steal intellectual property and destroy 9 competition from the United States; 10 Whereas, China's dominance of key components of the 11 global supply chain, including those related to critical 12 minerals, represents a threat to the United States' economic 13 security and economic and social development; 14 Whereas, China, by far the world's biggest polluter, accounts 20242225 HR 1512/DI 140 2024 2 1 for over 30% of global carbon dioxide pollution and subsidizes 2 its exports by not imposing or enforcing reasonable 3 environmental and labor standards; 4 Whereas, The United States has eliminated more carbon 5 pollution than any other country in the last 15 years, and its 6 economy is 44% more carbon-efficient than the world average; 7 Whereas, United States manufacturers are more efficient in 8 nearly every industry, from steel to pharmaceuticals to 9 automobiles, and yet are forced to compete with companies in 10 China and elsewhere that face few limits on how much they 11 pollute; 12 Whereas, Goods produced in China, on average, generate 13 three times the carbon pollution of equivalent goods made in 14 the United States, and goods produced in Russia emit four 15 times the pollution; 16 Whereas, Many rural Americans are being left behind 17 economically, suffering from severe poverty, poor health care, 18 and few economic opportunities, making them increasingly 19 vulnerable to crime and the opioid crisis; 20 Whereas, Manufacturing jobs play a more important role in 21 the rural economy than in urban areas, accounting for a 22 greater share of economic development; 23 Whereas, United States trade policy, which has given foreign 24 polluters an unfair advantage over the past two decades, has 25 encouraged economic restructuring across rural America that 26 has resulted in manufacturing employment falling by nearly 27 30%; 28 Whereas, China has been the major beneficiary of this 29 poorly designed federal trade policy at the expense of U.S. 30 industry; 31 Whereas, Rewarding U.S. firms for their environmental 32 performance would bolster domestic manufacturing, generate 33 well-paying jobs, and reduce dependence on imports from 34 high-emitting producers like Russia and China; and 20242225 HR 1512/DI 140 2024 3 1 Whereas, Proposed Environmental Protection Agency 2 regulations would do the opposite and undermine America's 3 steel industry, hurt steel manufacturers and steelworkers, and 4 ship steel jobs overseas: Therefore, 5 Be it resolved by the House of Representatives of the 6 General Assembly of the State of Indiana: 7 SECTION 1. That the Indiana House of Representatives 8 urges the United States Congress to take such actions as are 9 necessary to enact a policy that holds high-polluting countries 10 like China and Russia accountable for their pollution and 11 promotes American economic development and the rebuilding 12 of United States supply chains, particularly in rural 13 communities, by rewarding American businesses and workers 14 for their superior environmental performance while penalizing 15 global polluters. 16 SECTION 2.
