---|
7 | 7 | | 1 A HOUSE RESOLUTION urging the United States |
---|
8 | 8 | | 2 Congress to take such actions as are necessary to enact a policy |
---|
9 | 9 | | 3 that supports United States businesses and workers while |
---|
10 | 10 | | 4 penalizing global polluters. |
---|
11 | 11 | | 5 Whereas, Chinese government-owned industry is an arm of |
---|
12 | 12 | | 6 the Communist Party and strives to increase its influence over |
---|
13 | 13 | | 7 the global economy by pursuing predatory, unfair trade |
---|
14 | 14 | | 8 practices designed to steal intellectual property and destroy |
---|
15 | 15 | | 9 competition from the United States; |
---|
16 | 16 | | 10 Whereas, China's dominance of key components of the |
---|
17 | 17 | | 11 global supply chain, including those related to critical |
---|
18 | 18 | | 12 minerals, represents a threat to the United States' economic |
---|
19 | 19 | | 13 security and economic and social development; |
---|
20 | 20 | | 14 Whereas, China, by far the world's biggest polluter, accounts |
---|
21 | 21 | | 20242225 |
---|
22 | 22 | | HR 1512/DI 140 2024 2 |
---|
23 | 23 | | 1 for over 30% of global carbon dioxide pollution and subsidizes |
---|
24 | 24 | | 2 its exports by not imposing or enforcing reasonable |
---|
25 | 25 | | 3 environmental and labor standards; |
---|
26 | 26 | | 4 Whereas, The United States has eliminated more carbon |
---|
27 | 27 | | 5 pollution than any other country in the last 15 years, and its |
---|
28 | 28 | | 6 economy is 44% more carbon-efficient than the world average; |
---|
29 | 29 | | 7 Whereas, United States manufacturers are more efficient in |
---|
30 | 30 | | 8 nearly every industry, from steel to pharmaceuticals to |
---|
31 | 31 | | 9 automobiles, and yet are forced to compete with companies in |
---|
32 | 32 | | 10 China and elsewhere that face few limits on how much they |
---|
33 | 33 | | 11 pollute; |
---|
34 | 34 | | 12 Whereas, Goods produced in China, on average, generate |
---|
35 | 35 | | 13 three times the carbon pollution of equivalent goods made in |
---|
36 | 36 | | 14 the United States, and goods produced in Russia emit four |
---|
37 | 37 | | 15 times the pollution; |
---|
38 | 38 | | 16 Whereas, Many rural Americans are being left behind |
---|
39 | 39 | | 17 economically, suffering from severe poverty, poor health care, |
---|
40 | 40 | | 18 and few economic opportunities, making them increasingly |
---|
41 | 41 | | 19 vulnerable to crime and the opioid crisis; |
---|
42 | 42 | | 20 Whereas, Manufacturing jobs play a more important role in |
---|
43 | 43 | | 21 the rural economy than in urban areas, accounting for a |
---|
44 | 44 | | 22 greater share of economic development; |
---|
45 | 45 | | 23 Whereas, United States trade policy, which has given foreign |
---|
46 | 46 | | 24 polluters an unfair advantage over the past two decades, has |
---|
47 | 47 | | 25 encouraged economic restructuring across rural America that |
---|
48 | 48 | | 26 has resulted in manufacturing employment falling by nearly |
---|
49 | 49 | | 27 30%; |
---|
50 | 50 | | 28 Whereas, China has been the major beneficiary of this |
---|
51 | 51 | | 29 poorly designed federal trade policy at the expense of U.S. |
---|
52 | 52 | | 30 industry; |
---|
53 | 53 | | 31 Whereas, Rewarding U.S. firms for their environmental |
---|
54 | 54 | | 32 performance would bolster domestic manufacturing, generate |
---|
55 | 55 | | 33 well-paying jobs, and reduce dependence on imports from |
---|
56 | 56 | | 34 high-emitting producers like Russia and China; and |
---|
57 | 57 | | 20242225 |
---|
58 | 58 | | HR 1512/DI 140 2024 3 |
---|
59 | 59 | | 1 Whereas, Proposed Environmental Protection Agency |
---|
60 | 60 | | 2 regulations would do the opposite and undermine America's |
---|
61 | 61 | | 3 steel industry, hurt steel manufacturers and steelworkers, and |
---|
62 | 62 | | 4 ship steel jobs overseas: Therefore, |
---|
63 | 63 | | 5 Be it resolved by the House of Representatives of the |
---|
64 | 64 | | 6 General Assembly of the State of Indiana: |
---|
65 | 65 | | 7 SECTION 1. That the Indiana House of Representatives |
---|
66 | 66 | | 8 urges the United States Congress to take such actions as are |
---|
67 | 67 | | 9 necessary to enact a policy that holds high-polluting countries |
---|
68 | 68 | | 10 like China and Russia accountable for their pollution and |
---|
69 | 69 | | 11 promotes American economic development and the rebuilding |
---|
70 | 70 | | 12 of United States supply chains, particularly in rural |
---|
71 | 71 | | 13 communities, by rewarding American businesses and workers |
---|
72 | 72 | | 14 for their superior environmental performance while penalizing |
---|
73 | 73 | | 15 global polluters. |
---|
74 | 74 | | 16 SECTION 2. That the Principal Clerk of the House of |
---|
75 | 75 | | 17 Representatives transmit a copy of this resolution to the |
---|
76 | 76 | | 18 presiding officers of the Senate and the House of |
---|
77 | 77 | | 19 Representatives of the Congress of the United States and to |
---|
78 | 78 | | 20 each member of the Indiana Congressional delegation. |
