99 2 Whereas, On October 7, 2023, Hamas terrorists launched a
1010 3 massive, unprovoked war on Israel by air, land, and sea,
1111 4 including firing thousands of rockets;
1212 5 Whereas, This heinous assault took place just after the 50th
1313 6 anniversary of the multi-front 1973 Yom Kippur War against
1414 7 Israel;
1515 8 Whereas, Hamas terrorists crossed the land border and
1616 9 began slaughtering Israelis and abducting hostages in towns in
1717 10 southern Israel, including children and the elderly;
1818 11 Whereas, Since October 7, 2023, Hamas has launched over
1919 12 3,500 rockets into southern and central Israel;

2121 1 Whereas, Since October 7, 2023, Hamas terrorists have
2222 2 killed over 700 Israelis and injured more than 2,500 others,
2323 3 with American citizens in Israel among those killed;
2424 4 Whereas, Since October 7, 2023, Hamas is directly
2525 5 responsible for the deaths of hundreds of Palestinians;
2626 6 Whereas, Expansion of this war to other fronts by Hezbollah,
2727 7 Iran, or others would create an even more devastating regional
2828 8 catastrophe;
2929 9 Whereas, Hamas is a U.S.-designated Foreign Terrorist
3030 10 Organization;
3131 11 Whereas, Iran has long provided support to Hamas and
3232 12 other terrorist groups and proxies, and prior U.S. government
3333 13 unclassified assessments indicated that, "Iran has historically
3434 14 provided up to $100 million annually in combined support to
3535 15 Palestinian terrorist groups, including Hamas, Palestinian
3636 16 Islamic Jihad (PIJ), and the Popular Front for the Liberation
3737 17 of Palestine-General Command";
3838 18 Whereas, Hamas used rudimentary, civilian equipment such
3939 19 as bulldozers, paragliders, and rubber boats in its assault on
4040 20 Israel, demonstrating the importance of fully enforcing tight
4141 21 controls on what materials go into the Gaza Strip, including a
4242 22 thorough vetting of assistance;
4343 23 Whereas, Under the 2016 U.S.-Israel Memorandum of
4444 24 Understanding (MOU), the United States pledged to provide
4545 25 Israel $3.3 billion per year in foreign military financing and
4646 26 $500 million per year in missile defense for 10 years, which
4747 27 Congress has appropriated annually;
4848 28 Whereas, Section 1273 of the Fiscal Year 2021 National
4949 29 Defense Authorization Act authorized $3.3 billion in foreign
5050 30 military financing for Israel for Fiscal Years 2021 through
5151 31 2028, in accordance with the 2016 U.S.-lsrael MOU;
5252 32 Whereas, Congress has responded with emergency
5353 33 supplemental appropriations beyond the terms of the MOU as
5454 34 needed, such as in March 2022 when Congress appropriated an

5656 1 additional $1 billion for the Iron Dome defense system after the
5757 2 May 2021 conflict in which Hamas launched over 4,400 rockets
5858 3 at Israel; and
5959 4 Whereas, Israel is a major non-NATO ally and major
6060 5 strategic partner of the United States: Therefore,
6161 6 Be it resolved by the House of Representatives of the
6262 7 General Assembly of the State of Indiana:
6363 8 SECTION 1. That the Indiana House of Representatives
6464 9 expresses its support of Israel.
6565 10 SECTION 2. That the Principal Clerk of the House of
6666 11 Representatives transmit a copy of this resolution to State
6767 12 Representative Joanna King for distribution.
